1. The Government of Madagascar has received financing from the World Bank to cover the cost of the Digital and Energy Connectivity for Inclusion in Madagascar Project (DECIM Project) and intends to apply part of the proceeds of this credit to payments under the following contract: Feasibility study for the interconnection of the electricity transport network connecting Antananarivo and Majunga.
2. The consulting services (the "Services") consist of: (i) Examining the technical, economic and financial feasibility of the interconnection line of a transport line connecting Tananarive and Majunga including the five (5) associated Sub-stations (minimum), (ii) The technical, economic and financial study of a small transport and/or distribution line to connect the new sub-stations of the project to the existing electricity transport/distribution facilities of JIRAMA, (iii) Prepare the tender documents for the construction of all works and the establishment of the Environmental and Social Impact Assessment (ESIA) accompanied by an Environmental and Social Management Plan (ESMP) and a Resettlement Action Plan (RAP). The provisional date for the mission is planned for a duration of 2 years.

4. The DECIM Project Coordination Unit hereby invites eligible consulting firms ("Consultants") to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and attach to their file at least the following documents:
- A letter of interest;
- Detailed presentation of the Consultant (free format);
- References concerning the execution of similar contracts during the last Ten (10) years, clearly specifying the title, name, address and contacts of the Client, the year of completion with the start and end dates of the mission, the contract amount, and any document justifying the successful completion of the mission.
