INS intends to conclude a framework agreement for services and award subsequent contracts for the provision of cleaning services in the premises belonging to the building where the National Institute of Statistics operates, for a period of 20 months, for the years 2026 and 2027, in accordance with the requirements requested in the Specifications, so that they benefit from quality cleaning services according to the objective needs existing during this period. The provision of cleaning services is requested for the following: I. INS building spaces subject to operations related to current and general cleaning services (11,325.57 sq m) in accordance with Annex no. 1 to these specifications; II. Interior spaces of the INS building exclusively for rent for which occasional cleaning services are requested, depending on the contracting authority's needs (total of 1,347.23 sq m) in accordance with Annex no. 1 to these specifications. The related activity of selective waste collection, imposed by the legislation in force, through the requirements of Law no. 132/2010 on the selective collection of waste in public institutions, with subsequent amendments and additions, is included in the service. The quantity (number) and estimated duration of the subsequent contracts to be concluded are detailed in Table no. 2 of Annex no. 1 to the specifications. INS will award subsequent service contracts based on the needs identified during the framework agreement and the availability of budgetary funds that can be allocated for this purpose. Subsequent contracts will be concluded in such a way that the limits of a budgetary year are not exceeded (i.e., not exceeding December 31 of each year). To the extent that, considering the provisions of public finance legislation, the necessary funds to be committed by concluding subsequent contracts for the periods mentioned above cannot be identified, subsequent contracts will be concluded for shorter periods (one month), depending on the funds that can be made available for this purpose. The contracting authority is not obliged to contract the entire estimated quantity of services, and the prospective provider cannot make any claims if the minimum or maximum estimated quantities are not contracted. The quantities of services (activities) for each type of cleaning estimated to be provided during the framework agreement and which are the subject of the awarded subsequent contracts are detailed in Table no. 1 of Annex no. 2 to the specifications. Clarification: I. The contracting authority INS will conclude subsequent contracts for the rented spaces whenever necessary, individually or together with current and general cleaning services for INS spaces, in quantities that may refer to any (either one of the areas, two of them, or all three) of the rented spaces, without, however, exceeding the cumulative maximum estimated limit of 10,000.00 lei excluding VAT. The rented spaces are identified as follows: a) Cleaning services for the Blue Hall space - 159.01 sq m b) Cleaning services for the Amphitheater Hall (conference) space - 578.37 sq m c) Cleaning services for the “Honorary Entrance” areas, exhibition hall, foyers related to the Amphitheater Hall - 719.16 sq m. The main types of cleaning, mandatory to be performed in the spaces indicated above, are: a) Service range 1: Current operations – cleaning (maintenance/current cleaning): depending on the type and frequency, current maintenance operations will be carried out daily or, as the case may be, with the frequency specified in column 2 of Table no. 3 of Annex 2 of the specifications (except for rented spaces).
