The subject of the framework agreement is the acquisition of air passenger transport services, depending on needs and within the allocated budget, as applicable, for dignitaries, employees and/or delegates of the contracting authority – economy class, business class (only under the conditions expressly requested through the invitation to participate in the re-tender, for personnel who may benefit from these services, in accordance with the provisions of art. 10 of HG no. 518/1995, with subsequent amendments and additions), with or without weekends, or others, as applicable. It is intended to conclude a framework agreement for the provision of services valid for a period of 24 months from its entry into force. Frequency and value of contracts to be awarded under the framework agreement: Subsequent contracts will be awarded following re-tendering for each trip (one or more tickets/trip) described in the technical specifications, usually weekly. Total estimated value of 454,658.17 lei excluding VAT. Any economic operator interested in submitting an offer may submit requests for clarification to the contracting authority up to the 18th day before the deadline for submitting offers. The contracting authority will respond to requests for clarification up to the 10th day before the deadline for submitting offers. Following the award procedure, the contracting authority will conclude a framework agreement for the provision of air passenger transport services with the tenderers who have admissible offers, ranked in the top 10 places in the intermediate ranking compiled at the end of the offer evaluation, the minimum number accepted for the conclusion of the framework agreement being 3 economic operators. In the event that two or more offers have an equal total value of the financial proposal and are ranked in the same place, the contracting authority will request them to submit new financial proposals, in order to differentiate them, without affecting the higher positions in the ranking, in accordance with the provisions of art. 138 para. (3) of HG no. 395/2016, with subsequent amendments and additions.
