Auto-translated from roThe services that are the subject of this procedure are the provision of repair, service, technical assistance, logistical support, and the supply of spare parts and consumables related to these services, for the purpose of repairing, maintaining, and keeping the EC-135/H-135 type helicopters performing SMURD missions, operated by the Aeromedical Detachment within the General Inspectorate of Aviation of the Ministry of Internal Affairs, as follows: • Performing periodic inspections of the airframe and engines, due to consumption of operational life in hours, with replacement of technically unsuitable or expired parts/sub-assemblies in terms of time/operating hours/cycles, in accordance with the operating manuals of the EC 135/H135 helicopter and engine manufacturer (Master Servicing Manual), as follows: - Inspections, replacement of special fluids, major repairs, etc. according to chapters 4 and 5 of the EC135/H135 MSM (last revision); - Inspections, replacement of special fluids, major repairs, etc. for engines according to the latest revisions of their operating manuals. • Application of service bulletins and upgrades issued by the manufacturer for the airframe and engines; • Performing inspections of the airframe and engines with replacement of technically unsuitable parts/sub-assemblies, in accordance with the operating manuals of the EC 135/H135 helicopter and engine manufacturer (Master Servicing Manual); • Remediation of technical defects that occur on the airframe and engines with replacement of technically unsuitable parts/sub-assemblies; • Performing standard replacement of technically unsuitable parts/sub-assemblies (defective or with expired technical life); • Performing adjustments/checks on various components and sub-assemblies of the helicopter; • Installation, maintenance, or repair of optional equipment; • Updating the technical maintenance documentation of the helicopters (maintenance manuals, flight manuals, etc.). • Specific software subscriptions for the aircraft operator, strictly necessary for maintaining the EC 135/H 135 type helicopters with Helionix type in operational readiness; • Performing spectrometric analysis of materials, in accordance with the operating manuals of the EC 135/H 135 type helicopter manufacturer, engines, and helicopter equipment. • Performing tests of special aviation fluids/oils/fuel, in accordance with the operating manuals of the EC 135/H 135 type helicopter manufacturer, engines, and helicopter equipment. Additional repair services beyond the standard services performed by the tenderer will be technically validated by a buyer's commission and will be the subject of a separate subsequent contract. In this regard, the contractor will notify the buyer of the date when the validation of additional works will take place. For additional repair services, excluding standard replacement of parts and units, the tenderer will present a detailed technical report with the non-conformities discovered. Additional repair services may include defects recorded in the handover-acceptance report for repair, defects/non-conformities found by the repairer during basic inspections, Airworthiness Directives, Alert Service Bulletins, Service Bulletins, Supplemental Type Certificates, and other technical notices/publications (issued by the aircraft manufacturer or aviation authorities), the remediation/application of which is necessary for the completion of repair services. The value of the largest subsequent contract is EUR 2,724,180.20, respectively RON 13,558,517.27.
