The subject of this procurement is the purchase of cleaning services at the contracting authority's locations, by concluding a framework agreement for the period 01.11.2025 – 31.10.2027. Cleaning services will be provided by: - ensuring by the economic operator of human resources, who will carry out the cleaning activities of the spaces; - ensuring materials/solutions, as well as hygienic-sanitary consumables necessary for the provision of cleaning services; - ensuring material resources consisting of equipment/machinery necessary for the provision of cleaning services; - ensuring professional services for cleaning external glass surfaces at high altitudes; - ensuring professional services for cleaning curtains and drapes; - ensuring professional services for cleaning flags; - ensuring professional services for cleaning carpeted surfaces; - ensuring professional services for cleaning helicopter-finished concrete surfaces. The framework agreement will be concluded with a single economic operator, for a period of 24 months, respectively for the period 01.11.2025-31.10.2027. The framework agreement and subsequent contracts will be concluded with the bidder whose offer has been declared admissible and ranked first after applying the award criterion. Subsequent contracts will be awarded without re-competition. Each subsequent contract will be concluded within the limits of available budgetary funds. Invoicing and transmission of tax invoices will be done exclusively through the national system for electronic invoicing RO e-Factura. Revision clauses Unit prices will remain firm for the entire duration of the framework agreement, except for the "salary costs" component, which will be adjusted in case of legislative changes during the execution of the framework agreement regarding the increase of the minimum wage. The adjustment of salary costs will be made with the difference between the increased minimum wage and the minimum wage considered when awarding the framework agreement. Modification of the framework agreement, respectively of the subsequent contracts, may only be made on the basis of art. 221 of L 98/2016. The following situations represent revision clauses provided for in the award documentation and will be applied directly on the basis of art. 221 para. (1) letter a) of L 98/2016 by modifying, as the case may be, the framework agreement/subsequent contracts: 1. Modification of the framework agreement/subsequent contract may be made in the event that, during its execution, it is necessary to introduce a new location requiring cleaning services as a result of the contracting authority acquiring said location by any means. In this situation, services will be provided for a larger number of locations, requiring the supplementation of cleaning staff, equipment, ensuring additional quantities of materials/solutions for cleaning and professional services contracted. The quantity of additional services will be determined by reference to a location for which cleaning services are already provided, corresponding in terms of area, customer traffic, number of employees, etc., a situation that will implicitly lead to an increase in the value of the framework agreement/subsequent contract with the value corresponding to the quantity of additional services. 2. In the event that any of the parties discovers at any time during the execution of the framework agreement/subsequent contracts a material error contained therein. In this situation, the error in the content of the framework agreement/subsequent contracts will be corrected. 3. Modification of the framework agreement/subsequent contracts may be made as a result of legislative changes...
