Services for processing electronic online payments, by bank card for services made available to clients by ANCPI, OCPI and CNC. Within this procedure, ANCPI, as the leader of the association of contracting authorities, will organize in its own name, as well as in the name and on behalf of other contracting authorities, namely the subordinate institutions (the National Cartography Center and 42 Cadastre and Real Estate Registration Offices located in Bucharest and county capitals in the country) an open tender procedure which will result in the conclusion of a framework agreement with a duration of 48 months. ANCPI and its subordinate institutions have concluded an association agreement which established, among other things, that ANCPI will organize, conduct and finalize the public procurement procedure and is mandated to sign both in its own name and in the name and on behalf of the other contracting authorities the framework agreement. Subsequent contracts will be concluded and signed by each institution individually. Subsequent contracts will be concluded, as a rule, for a budget year, by each Buyer according to the needs and funds allocated for this purpose. By exception, in the event of the annual budget not being approved according to law, subsequent contracts may be concluded monthly until the budget is approved.
