The subject of the framework agreement consists of printing the following: - Forms and various printed materials necessary for the normal operation of the contracting authority; - Documents addressed to taxpayers through the contracting authority's work campaigns, including their distribution in envelopes to recipients. Revision clauses The framework agreement/subsequent contracts will be amended based on Art. 221 of Law no. 98/2016 on public procurement, as amended and supplemented. The revision clauses established by the contracting authority according to the information in the technical specifications, as well as any changes that may occur during the execution of the framework agreement, implicitly of the subsequent contracts, will be expressly provided for within the framework agreement/subsequent contracts and will be applied directly based on Art. 221 para. (1) letter a) of Law no. 98/2016 on public procurement, which are: 1. The framework agreement may be amended if, during its term, the contracting authority decides to extend its duration and, implicitly, supplement the services related to the extended period. The maximum period set by the contracting authority for the extension period is 6 months, during which the services that are the subject of the framework agreement will be supplemented by 25% and will be provided under the same conditions as before the extension. 2. The framework agreement/subsequent contracts may also be amended as a result of the direct application of its provisions if, during their execution, the need arises to print and/or distribute, as the case may be, other documents that the contracting authority cannot identify for objective reasons at the time of initiating the procurement procedure. The need to print and/or distribute these documents, as the case may be, may arise as a result of legislative changes, administrative decisions, or other unforeseen situations. In these conditions, the prices of the services will be established as follows: - by reference to the prices of printing services offered for the services provided in the technical specifications, using technical characteristics as close as possible to them as a benchmark; - by establishing a new price representing a reasonable cost and a reasonable profit compared to relevant market prices. 3. The framework agreement/subsequent contracts may also be amended as a result of correcting material errors contained therein, if ascertained by any of the contracting parties. The categories of amendments provided for in points 1-3 will not affect the general nature of the framework agreement/subsequent contracts. In the event that, during the execution of the framework agreement/subsequent contracts, the need for another amendment arises, the contracting authority will determine, before approving and formalizing the respective amendment, whether it represents an insubstantial amendment without the need to organize a new procedure or a substantial amendment that would require organizing a new award procedure. During the validity period of the framework agreement, the parties have the right to agree on the amendment and/or completion of its clauses within the limits of the provisions of the applicable legal acts on public procurement. The framework agreement may be amended only with the written consent of both parties, through an additional act. The party requesting the amendment of the framework agreement will be obliged to notify the other party in writing within a maximum of 5 working days from the date on which the situation that may lead to its amendment occurred.
