Terms of Reference for IUCN Consultancy Title: Consultancy services for design and delivery of training on Fundamentals of Community-Managed Fishing Areas/Área de Pesca de Gestão Comunitária (APGCs) Objective of the Consultancy Strengthen the technical and institutional capacities of fisheries technicians in Inhambane Province to promote, implement, monitor, and consolidate Community-managed Fishing Areas, as a key instrument for the sustainable management of fisheries resources, the improvement of coastal communities’ livelihoods, and socio-ecological resilience. Combining the latest science with the traditional knowledge of local communities, these projects work to reverse habitat loss, restore ecosystems and improve people’s well-being. www.iucn.org https://twitter.com/IUCN/ About the Project The Strengthening Coastal Governance and Ecosystem Restoration for a Resilient Blue Economy (CORE RESTOR) in Inhambane Province, is a project funded by the Irish Embassy and implemented by IUCN, supports the Provincial Directorate of Agriculture and Fisheries in Inhambane Province. The project had four areas of intervention in the first phase (2025): Technical assistance (planning, budgeting, and monitoring) and capacity building for the provincial government in terms of inclusivity in coastal and marine conservation, reporting planning, blue business, NbS, etc. Ecological restoration of critical habitats (demonstration of effective practices for NbS) Assessment of the coastal and marine conservation sector, and blue business in Inhambane Analysis of the blue markets: carbon and blue economy These interventions created the necessary conditions to scale up the project's actions more appropriately in other communities. In the second phase, which began in 2026, the project comprises also 4 interventions: Technical assistance and capacity building to the Government Nature-based Solutions and coastal ecosystem restoration Implementation of Blue Economy, Blue Businesses and Blue Jobs in Inhambane province. Strengthening coastal and marine governance to improve best practices in marine resource management; a fisheries focus The consultancy outcomes are expected to contribute to the following: strengthening provincial and community-led fisheries governance for climate resilience and biodiversity conservation, with full gender inclusion. The project is grounded in providing technical assistance (planning, budgeting, and monitoring) and capacity building for the provincial government in terms of inclusivity in coastal and marine conservation, reporting planning, blue business, nature-based solutions (NbS). Component 1 of the project focuses on capacity building and technical assistance to government representatives and all relevant actors in the seascape to best implement national and global conservation and climate agenda, ensuring a subnational contribution to 2030 agenda targets.. The sub activities under this component, are the ones to which this consultancy services relates i.e: Activity 1.1. Implement the training and capacity needs plan developed under stage 1. The project will continue the implementation of the training and capacity needs plan developed in phase 1. Specialist trainers will be commissioned, when required, according to the nature of the specific course. Annual workshops with key government staff will be undertaken to review and update the plan to adapt to evolving training needs.
