Design Consultancy Framework

Oxford Health NHS Foundation Trust is procuring a four-year, multi-supplier Estates Design and Construction Consultancy Framework to support its capital and estates programmes. The framework will cover 11 specialist consultancy Lots, including design, engineering, project management, surveying and contract administration services. The procurement will use a two-stage Competitive Flexible Procedure, comprising an SQ followed by an ITT, with up to three suppliers appointed per Lot Provision of multidisciplinary design consultancy services to support the Trust’s capital and estates programme. Services may include architectural, structural, civil, mechanical, electrical and public health design, together with coordination of specialist disciplines and overall design management. The Lot is intended to provide an integrated design service from a single consultancy or multidisciplinary team across projects of varying scale and complexity Provision of Authorising Engineer consultancy services to support the Trust’s capital and estates programme. Services may include independent technical advice, compliance assurance, audits and assessments, review of engineering systems and procedures, appointment and assessment of Authorised Persons, and specialist guidance to support the safe operation and management of healthcare engineering systems. Provision of quantity surveying and contract administration consultancy services to support the Trust’s capital and estates programme. Services may include cost planning, estimating, procurement and tender support, contract administration, valuations, change control, cost reporting, final accounts and commercial advice throughout the design, construction and completion stages of projects. Provision of Principal Designer services to support the Trust’s capital and estates programme, including management and coordination of health and safety considerations during the design phase. Services may include supporting compliance with relevant CDM and Building Regulations requirements, coordinating designers, identifying and managing design-related risks, and providing appropriate advice and assurance throughout the design and construction process Provision of architectural design and consultancy services to support the Trust’s capital and estates programme. Services may include feasibility studies, concept and detailed design, planning support, design development, technical specifications and coordination with other design disciplines across healthcare refurbishment, redevelopment and new-build projects.
