Description

The bidding process is conducted according to the procedures specified in the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website and is open to all bidders from eligible countries. Bidders from all countries are eligible to participate. Bidders are advised to review the relevant eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website. Eligible bidders will be required to submit full qualification information, including Forced Labor Performance Declaration and Forced Labor Declaration, with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. an average annual turnover, defined as certified payments received for contracts in progress or completed, of at least ten million United States Dollars (USD10,000,000) calculated based on the best five (5) of the last seven (7) years; a demonstrable cash flow (including access to credit) of at least three million United States Dollars (USD3,000,000); experience as prime contractor, JV member, management contractor or subcontractor in the construction of at least three (3) contracts similar to the proposed Plant and Installation Services, each with a value at least USD4,000,000 and one of which has been completed and operational and the others have been satisfactorily and substantially completed, i.e. 80% or more works completed under the contract, between 1st January 2020 and Bid submission deadline. Similarity shall be based on the physical size, complexity, methods/technology used or other characteristics, as described in the Bidding Document. In particular, reference shall be made to projects involving the design, supply, and installation of utility-scale, grid-connected, containerised BESS with a minimum capacity of 15 MWh, including similar use cases and consideration of cybersecurity aspects, preferably in small island countries.
