Request for Bids Design, Supply and Installation of Medium- scale PV systems Tender NO. (11/2026) - RFB No.(JO-WAJ-110-CW-RFB) The Ministry of Water and Irrigation has received financing from the International Bank for Reconstruction and Development (World Bank), the Agence Française de Développement (AFD) and Global Concessional Financing Facility (GCFF) toward the cost of the Jordan Water Sector Efficiency Program and intends to apply part of the proceeds toward payments under the Contract for “Design, Supply and Installation of Medium-Scale PV Systems” in several locations. The Water Authority of Jordan (WAJ) now invites sealed Bids from eligible Bidders for “Design, Supply and Installation of Medium-Scale PV Systems” for 27 facilities as reflected in Employer’s Requirements. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” published in February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. Jordanian Bidders: Must provide documentation demonstrating Grade A Contractor status from the Ministry of Public Works and Housing and Class A certification from the Energy and Minerals Regulatory Commission (EMRC) for the design, supply, installation, operation, and maintenance of solar PV energy systems. International Bidders: If awarded the contract, the successful bidder must register, or be registered and classified with the Ministry of Public Works and Housing and obtain EMRC Class A certification for the design, supply, installation, operation, and maintenance of solar PV energy systems. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% for technical part and for Bid cost: 50%. Interested eligible Bidders may obtain further information from Tender Department, Water Authority of Jordan, Email: Rua_Alsoub@mwi.gov.jo and Walla_Alsmadi@mwi.gov.jo and inspect the bidding document during office hours 8:00 AM to 1:00 PM. - A pre-bid meeting will be held on 05.04.2026, 12:00 PM. - The deadline for receiving clarifications will be 30.04.2026 . The bidding document can be obtained by interested eligible Bidders upon the submission of a written application send to the emails mentioned above. The document will be sent by email. In addition to the original Bid, please provide one hard copy and one electronic version stored on pen drive.

Bids must be delivered to the address below on or before 27th of May 2026 at 12:00 PM (Jordan time). Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” and “BID SECURITY” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 27th of May 2026 at 1:00 PM (Jordan time). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. All Bids must be accompanied by a Bid Security of 300,000 USD. The bid security shall be valid for 148 days from the bid’s submission date and should be furnished as part of the technical part of the bid.
