Description

The Government of the Cooperative Republic of Guyana (the “Government”) has allocated funds from the national budget towards the cost of developing and finalising the National Water Policy and Action Plan, and intends to apply part of these funds to the recruitment of consulting services, for which this Request for Expression of Interest (REOI) is issued. The Ministry of Agriculture, through the Hydrometeorological Service and acting on behalf of the National Water Council (the “Client” or “procuring entity”), is responsible for the implementation of this activity. The Client now invites expressions of interest (EOIs) from legally constituted consulting firms (not individual consultants) (“consultants”) to provide consulting services for the Development and Finalisation of the National Water Policy and Action Plan. Before preparing its EOI, the consultant is advised to review the preliminary terms of reference attached as Annex 1, which describe the assignment, and Annex 2, which details the evaluation of the technical qualifications. Procedure: The selection process will be conducted using the Quality and Cost Based Selection (QCBS) method, in accordance with the Procurement Act 2003 and its Regulations and the procedures of the National Procurement and Tender Administration Board (NPTAB). The Client will evaluate the EOIs using the criteria provided in Annex 2. The shortlisted consultants will be provided with the detailed Terms of Reference and the Request for Proposals, and asked to submit a detailed technical and financial offer. The evaluation will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Any request for clarification on this EOI, including the PTOR, should be sent via e-mail to the address below no later than 15:00 hrs on September 16, 2026. The Client will provide responses to all clarification requests by 15:00 hrs on September 23,2026.
