EAST AFRICAN COMMUNITY REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION) Project Name: Eastern Africa Regional Statistics Program-for-Results (EARSPforR) Project ID: P176371 Assignment Title: Consultancy Services for Development of Animated Video Content with Infographics, Data Visualizations and Voice-over Narration for EAC Online Statistics Learning Materials Reference No.: TZ-EAC-564358-CS-CQS 1. BACKGROUND The East African Community (EAC) Secretariat is implementing the EAC component of the Eastern Africa Regional Statistics Program-for-Results (EARSPforR), with financing from the World Bank. The Program seeks to strengthen the production, harmonization, dissemination, and use of quality economic and social statistics in Eastern Africa. Under EARSPforR, the EAC Secretariat has developed online learning materials in fourteen priority statistical domains for use by Partner State institutions and other data users. Although technically sound, many of the materials are text-heavy and rely on static presentations and manuals, which can limit learner engagement, accessibility, and understanding, particularly among non-specialist audiences. The Secretariat intends to engage a qualified consulting firm to develop new multimedia content where explanation gaps exist and to transform selected approved learning materials into concise animated videos. The videos will incorporate infographics, accurate data visualizations, professional voice-over narration, captions, and transcripts, and will be suitable for the EAC Learning Management System, websites, and mobile access. The assignment will be completed within a maximum of ten weeks from contract commencement. The principal deliverables will include an inception report and production plan; scripts, storyboards, and visual style; a pilot video; a complete draft video package; and final master, LMS/mobile, caption, transcript, thumbnail, editable-source-file, asset/licence, and completion-report packages. QUALIFICATION REQUIREMENTS The EAC Secretariat now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they possess the required qualifications and relevant experience to perform the assignment. Interested firms should demonstrate: at least five years of experience in animation, motion graphics, audiovisual production, instructional design, or digital learning content development; successful completion of at least three comparable assignments involving conversion of technical, policy, research, statistical, or learning content into multimedia products; demonstrated capacity in animation, data visualization, professional voice-over production, captions and transcripts, accessibility, quality assurance, copyright and licensing compliance, and delivery of multi-video assignments; adequate technical and managerial capacity, including appropriate production workflows, software/equipment access, review controls, and capacity to complete the assignment within ten weeks; and experience with regional organizations, governments, National Statistical Offices, development partners, or training institutions. East African or comparable multi-country experience will be an advantage. 3. SHORTLISTING CRITERIA Expressions of Interest will be evaluated on a pass/fail basis against the following criteria: Legal status and eligibility: The Consultant must be a legally constituted entity and provide evidence of registration and eligibility. Core business and general experience: At least five years of demonstrated experience in animation, motion graphics, audiovisual production, instructional design, or digital learning content development. Relevant comparable assignments: Evidence of at least three successfully completed assignments of similar nature and complexity involving technical, policy, research, statistical, or learning content transformed into multimedia products. Specialized technical capability: Team Composition and Expertise- Do not provide the CVs of the staff. Experts will not be evaluated at the shortlisting stage. The firm must demonstrate access to qualified key experts. Demonstrated capability in animation, instructional design, infographics, data visualization, professional voice-over, captions/transcripts, accessibility, audiovisual quality assurance, editable-source-file handover, and copyright/licensing management. Regional or institutional experience: Experience with regional organizations, governments, National Statistical Offices, development partners, or training institutions. Experience in East Africa or a comparable multi-country environment will be an advantage. Technical and managerial capacity: Evidence of an adequate organizational structure, production workflow, internal quality controls, software and equipment access, and capacity to deliver a multi-video assignment within the required period. Consultants should submit a company profile and supporting evidence for the above criteria, including descriptions of relevant assignments, client names and contact details, contract dates, assignment values where available, the Consultant’s role, and links to or samples of comparable work. 4. CONFLICT OF INTEREST The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (September 2025), setting forth the World Bank’s policy on conflict of interest. 5. ASSOCIATIONS Consultants may associate with other firms in the form of a joint venture or sub-consultancy to enhance their qualifications. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected. Therefore, each member of the JV shall independently meet the requirements of the evaluation criteria. The experience, technical capability, and managerial capability of the sub-consultant shall not be evaluated to enhance the qualification of the lead firm or JV. Consultants shall not use the Affiliate Member's managerial, technical, or experience capabilities to enhance their qualifications. 6. SELECTION METHOD A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers. 7.
