The Republic of Haiti has received financing from the World Bank (WB) to implement the Public Financial Management Strengthening Project. A portion of the proceeds of this grant will be used to recruit a consultant who will be responsible for developing the sectoral strategy and the Medium-Term Expenditure Framework (MTEF) for the Health sector.

1. Objective:

The mission of the national consultant consists of developing, in close collaboration with the Ministry of Public Health and Population (MSPP), the MEF, the MPCE, and other stakeholders, a sectoral strategy and an MTEF, including: i) defining strategic priorities and performance objectives for the sector; ii) identifying and structuring sectoral budget programs; iii) establishing a coherent and realistic multi-year financial resource programming; and iv) ensuring the integration of the sectoral strategy and MTEF into the SIGFiP and the national budget framework.

1. Expected Deliverables

Under the supervision of the Directorate General of the Budget (DGB), the consultant will have the following main tasks:

• Validated sectoral strategy document for the Health sector;
• Validated triennial or quinquennial sectoral MTEF integrated into the national budget framework;
• Adopted sectoral performance indicator framework;
• Available implementation and monitoring-evaluation plan;
• Sectoral stakeholders trained on the use of the strategy and MTEF.

1. Duration

The services will be carried out over a period of Thirty (30) working days within a period of Three (3) calendar months.

1. Invitation

The Ministry of Economy and Finance (MEF) invites competent and qualified individual consultants to express their interest in providing the aforementioned services. Interested consultants must provide information, in French, demonstrating that they possess the required qualifications and relevant experience for the execution of the Services. The ToRs for this mission are attached to this Solicitation.

1. Criteria for establishing the shortlist

Interested individual consultants will be selected based on:

• their relevant experience for this mission. Client references may attest to this;
• their technical and managerial capabilities;
• their qualifications and availability (detailed CVs not required) for this stage.

1. Only shortlisted consultants will receive the Request for Proposal (RFP) documents.

1. The final stage of the process will be the selection of a consultant according to the Individual Consultant Selection (INDV) method, as described in the Bank's Procurement Regulations based on the revised Versions of February 2025 and September 2025.

TERMS OF REFERENCE

Recruitment of a consultant for the development of the sectoral strategy and the Medium-Term Expenditure Framework (MTEF) for the Health sector

1. Context

As part of the reform of public financial management in Haiti and the progressive implementation of program-based budgeting, the Government relies on the Integrated Public Financial Management System (SIGFiP) as a central tool for budget planning, execution, and monitoring.

Thanks to the experience gained within the framework of PAGEFIS, several key SIGFiP modules have already been successfully configured and tested:
- Credit administration and management, for rigorous monitoring of budget allocations and reallocations;
- Budget execution, ensuring traceability and control of commitments, liquidations, and orders;
- Fixed assets, facilitating public asset management;
- Accounting, ensuring the production of reliable financial statements in compliance with standards;
- Budget planning, providing tools for developing multi-year budget forecasts and frameworks.

These technical and organizational achievements provide a solid foundation for strengthening sectoral planning and integrating sectoral strategies into the national budget framework.
