Description

Het team Milieugezondheidszorg van het Departement Zorg staat in voor de voorbereiding, uitvoering en onderbouwing van het preventieve gezondheidsbeleid inzake milieugezondheidszorg in Vlaanderen. Milieugezondheidszorg is het onderdeel van het preventieve gezondheidsbeleid dat door een multidisciplinaire benadering, met minstens de wetenschappelijke disciplines geneeskunde, toxicologie, epidemiologie, gezondheidszorg, milieutechnologie en milieukunde, inzet op het voorkomen, vroegdetectie en interventie van milieugezondheidsschade. Binnen het Vlaams Medisch Milieukundig Netwerk (VMMN) werkt het team hiervoor samen met verschillende overheden, kennisinstellingen en partnerorganisaties. De kernactiviteiten van het team omvatten onder meer klimaat-gezondheid, risico-analyse, het bevorderen van een gezonde publieke ruimte, milieugezondheidskundige aandachtsgebieden, recreatie- en drinkwaterkwaliteit, binnenmilieu, natuur-gezondheid en bodem-gezondheid. Er worden analyses uitgevoerd om de milieu-gerelateerde gezondheidsimpact in te schatten, en er worden adviezen geformuleerd over milieugezondheidskundige aspecten. Het kennislandschap binnen de medische milieukunde groeit echter bijzonder snel. Nieuwe wetenschappelijke inzichten, technologische ontwikkelingen, veranderende regelgeving en internationale maatschappelijke ontwikkelingen zorgen voor een voortdurende stroom aan informatie. Het systematisch opvolgen, beoordelen en toepassen van deze kennis gebeurt vandaag grotendeels manueel en vraagt aanzienlijke personeelsinspanningen. Hierdoor neemt het risico op kennislacunes toe, terwijl van het Departement Zorg verwacht wordt dat adviezen, beleidsbeslissingen en gezondheidsimpactanalyses gebaseerd zijn op de meest actuele en betrouwbare inzichten. Om deze uitdaging aan te pakken wenst het Departement Zorg een AI-gemedieerd kennissurveillancesysteem te ontwikkelen. Dit systeem moet relevante informatie uit interne en externe bronnen automatisch detecteren, verwerken, structureren en toegankelijk maken voor beleidsmedewerkers en experten. De oplossing ondersteunt de monitoring van wetenschappelijke literatuur, beleidsdocumenten, rapporten, regelgeving en andere kennisbronnen en vertaalt deze naar bruikbare documentfiches en syntheses. Het systeem richt zich op de vier centrale verhaallijnen binnen de Milieugezondheidszorg: Zeer Zorgwekkende Stoffen, Klimaat en Gezondheid, Gezonde Publieke Ruimte en One Health. Daarbij wordt kennis geordend volgens de bron-blootstelling-belasting-effect-keten (BBBE), zodat gebruikers sneller relevante inzichten kunnen terugvinden en toepassen in dossiers, risicoanalyses, beleidsvoorbereiding en advisering. Deze initiatieven kennen hun wettelijke basis in het preventiedecreet, het decreet algemene bepalingen Milieubeleid m.b.t. de milieuhygiënische aspecten, het MER-decreet; en worden ingezet cf. de prioritering van de gezondheidsdoelstelling Milieugezondheidszorg en het klimaatgezondheidsplan. De beoogde oplossing ondersteunt menselijke expertise maar vervangt deze niet. Interpretatie, validatie en beleidsmatige duiding blijven steeds de verantwoordelijkheid van inhoudelijke experten. Daarom wordt gekozen voor een human-in-the-loop-aanpak waarbij AI-gegenereerde output wordt aangevuld met kwaliteitscontroles en menselijke validatie. De oplossing moet bovendien voldoen aan de geldende vereisten inzake privacy, informatieveiligheid, AI-governance en regelgeving, waaronder de GDPR en de EU AI Act. Ze moet aansluiten op de Microsoft- en Windows-omgeving van het Departement Zorg en afgestemd worden met de afdelingen Beleidsinformatie en Data (BID) en Communicatie en IT (CIT), zodat een veilige, schaalbare en duurzaam beheersbare oplossing ontstaat die ook in andere teams binnen Departement Zorg kan worden toegepast.
