Assignment: Consultancy Services for the Design, Development, Implementation and Support of an Electronic Filing and Case Management System (EFCMS) Contracting Authority: East African Community Competition Authority (EACCA), Arusha, Tanzania Funding: EAC Partner States Contributions Duration of Assignment: Five (5) Months Procurement Method: Consultant Services Selection in accordance with the EAC Procurement Manual (2023 Edition) The East African Community Competition Authority (EACCA) is mandated to promote and protect fair competition and consumer welfare within the East African Community. In executing its mandate, EACCA investigates mergers and acquisitions, anti-competitive practices, abuse of dominance, and consumer protection matters. In the performance of its functions under the applicable legislation, the Authority has powers to gather evidence, develop appropriate procedures for public sensitization and consultation and participation, and issue guidelines on its processes and procedures, among other functions. The legislation further provides the Authority with the powers necessary for and conducive to the implementation and enforcement of its mandate. To improve efficiency, transparency, and service delivery, EACCA intends to develop and implement an integrated Electronic Filing and Case Management System (EFCMS) . The system will automate case-handling processes, facilitate stakeholder engagement, enhance data management, and improve access to information across all EAC Partner States. The objective of the consultancy is to Design, Develop, Implement, Test, Deploy, Train users on, and provide Post-implementation support for a comprehensive Electronic Filing and Case Management System (EFCMS) for the Authority. Detailed Terms of Reference (ToRs) may be obtained/downloaded from the EAC website: https://www.eac.int/opportunities/consultancies; The East African Community Competition Authority (EACCA) invites eligible consulting firms to express their interest in providing the required services. Interested consulting firms should demonstrate the following: At least eight (8) years' experience in the development and implementation of case management systems; Experience in similar assignments for regulatory agencies, competition authorities, public institutions, or regional organisations; Availability of key experts with the qualifications and experience specified in the Terms of Reference; and At least two (2) references for comparable assignments. Eligible firms will be evaluated and shortlisted based on their experience, technical capacity, and suitability for the assignment. Shortlisted firms will subsequently be invited to submit detailed technical and financial proposals in accordance with the EAC Procurement Manual (2023 Edition). The East African Community Competition Authority (EACCA) reserves the right not to shortlist any consulting firm whose Expression of Interest does not meet the minimum eligibility and qualification requirements specified in the Terms of Reference.
