[SCOPE OF TENDER......]Under the overall guidance and supervision of the team lead of Carbon Markets and Energy Finance portfolio of the UNDP ASFH, the consulting firm will carry out the following tasks:A.1Report1:AfricaCarbonMarketResilienceinPoliticalShiftsThisworkstreamisthehighestpriorityandmustbecompletedinfullby 30July2026.Theconsultingfirmwill:·Conduct a thorough technical review and quality assurance of the existing report, checking for internal inconsistency, factual accuracy, appropriate sourcing and citation, and alignment with UNDP knowledge product editorial standards;·Identify and correct areas requiring clarification or correction by the ASFH technical team and prepare a structured QA review note documenting findings before submitting revised versions;·Formatthefull-lengthreporttoUNDPcorporatestandards,includingconsistentheadinghierarchy, typography, table and figure formatting, footnotes, acronyms list, and bibliography;·Develop an abridged version of the report (approximately 10-15 pages) capturing key findings, analysis, and recommendations in a condensed, reader-friendly format suitable for policy and practitioner audiences;·Develop a policy one-two pages (maximum two sides of A4) presenting the core messages, key findings,andstrategicrecommendationsinplainlanguagesuitableforseniordecision-makersand non-specialist audiences;·Infographicpresentingavisualsummaryofthereportforhigh-levelstakeholdercommunication;·Design a professional roll-up banner (85cm x 200cm, print-ready) for use at the launch event, incorporatingUNDP andASFHbranding, thereporttitle, andkeyvisualelementsconsistentwith the reports design language;·DesignanddeliveraQRcodelinkingtotheUNDPknowledgeproductlandingpageforthereport,from which all available versions, including the full report, condensed version, policy one-pager, and infographic outputs, can be accessed and downloaded as screen-optimised PDFs suitable for sharing during meetings and stakeholder engagements.A.2Report2:StrategicAssessmentofAfricanCountriesEmissionsandpotentialsforInternational Carbon MarketsTheconsultingfirmwill:·Conduct acomprehensivereviewandqualityassuranceoftheexistingreport, assessinganalytical framework,dataaccuracy,country-leveldataconsistency,sourcing,internallogic,andcompliance with UNDP knowledge product editorial standards;·PrepareastructuredQAreviewnotedocumentingfindingsandrecommendedrevisionsforASFH consideration before formatting proceeds;·Formatthefull-lengthreporttoUNDPcorporatestandards,incorporatingallagreedrevisions;·Develop a short version of the report (approximately 10-15 pages) summarizing the assessment framework, key country-level findings, and strategic recommendations;·Develop a policy note one-two pages (maximum two sides of A4) presenting the most policy-relevant findings and recommendations in accessible, plain-language format;·Designanddevelopaninteractivemapordatavisualizationtoolpresentingcountry-leveldatafrom the report in a visually compelling, user-friendly format enabling users to explore country emissions profiles, readiness indicators, and carbon market positioning.

The format (web-based dashboard, GIS-based map, or equivalent) shall be agreed with the UNDP ASFH team at the inception stage;·DesignanddeliveraQRcodelinkingtotheUNDPknowledgeproductlandingpageforthereport, from which all available versions, including the full report, condensed version, policy one-pager, and infographic outputs, can be accessed and downloaded as screen-optimised PDFs suitable for sharing during meetings and stakeholder engagements.A.3Report3:CameroonCarbon MarketFrameworkTheconsultingfirmwill:·Review the existingCameroon CarbonMarket Framework document together withthe validation report and all stakeholder feedback, recommendations, and new data received following the validation process;·Develop a revised and finalized version of the Framework by integrating all validated inputs, updated analysis, and approved recommendations into a cohesive and logically structured document,ensuringintersectoralalignmentandcoherencewithrelevantnationallegal,policy,and institutionalframeworks,includingtheArrêtéMinistérieldu14mai2024,theNDC3.0framework, and sectoral mandates of key ministries;·Strengthen the methodological robustness of the Framework and enhance the coherence of the proposed institutional arrangements for carbon market governance in Cameroon;·Improve the structure and readability of the document by incorporating graphic-based chapter summaries and end-of-chapter visual highlights of key findings, challenges, opportunities, andrecommendations;·Format the final document in line with UNDP corporate standards, ensuring consistency in structure, terminology, and analytical approach with the ASFH knowledge product suite;·Develop a concise policy brief (10–15 pages) (English and French) for practitioners and policymakers, summarizing the carbon market assessment framework, key considerations for policymakers and project developers, and str
