This international public call for expressions of interest follows the General Procurement Notice published in the newspaper "Le Soleil" on Friday, February 13, 2026. SENTER, through the Ministry of Land and Air Transport (MiTTA), has received a budget allocation from the State of Senegal, financing from the French Development Agency (AFD) as well as from the European Union (EU) delegated to AFD. It intends to use part of the total co-financed amount to make payments for the project to Develop technical, economic, environmental, and social pre-project studies for the extension of the TER from Dakar to Thiès. The Services will consist of the complete execution of the pre-project technical, socio-economic, environmental, and social studies relating to the extension, in its Phase III and over a length of approximately 25 km, of the Dakar TER to the city of Thiès. They will take place over a cumulative duration of 20 to 24 months and will cover, among other things (non-exhaustive list): As part of Phase 1: - Diagnosis of the existing situation and scoping of the different variants and options of the project to be studied - Information collection and field investigations (surveys, counts, preliminary geotechnical campaign, topographic surveys, etc.) - Demand forecasts and preliminary operational studies - Enhanced feasibility studies for variants - Preliminary environmental and social studies - Socio-economic analyses and multi-criteria analysis - Strategic orientation document and selected functional program As part of Phase 2: - Detailed complementary investigations - Detailed pre-project and lots with land acquisition requirements and resettlement of people - Functional program and specifications for lots without land footprint or with limited land issues - Detailed ESIA - Project management (work organization and schedule, risk management, work supervision, etc.) - Estimates, forecast operational results, and socio-economic balance sheet - Preparation of tender documents Consultant Selection - Expression of Interest 2 SENTER invites interested engineering firms or groups of engineering firms to provide the Services described above to express their interest. During the execution of the Services, SENTER will be assisted by a Project Management Support (PMS) whose selection process is launched in parallel. The same engineering firm may participate, alone or in a group, in both processes, it being understood that it cannot be awarded both contracts. Eligibility criteria for AFD financing are specified in Article 1.3 of the "Directives for Procurement Financed by AFD in Foreign States", available online on the AFD website: http://www.afd.fr. Candidates may submit only one application in their own name or as a Group. If a Candidate (including a member of a Group) submits or participates in multiple applications, these will be eliminated. However, a subcontractor may participate in multiple applications. If the Candidate is a Group, the Expression of Interest must include: - a copy of the Group agreement concluded by all its members, or failing that - a letter of intent to form a Group, signed by all its members and designating the Lead Firm. In all cases, the members of a group are jointly and severally liable. In the absence of the above documents, the other members will be considered subcontractors. The references and qualifications of subcontractors will not be taken into account in the evaluation of applications.

Interested Candidates must provide information demonstrating that they are qualified and experienced to carry out these Services. To this end, they must demonstrate that they have references for recent and similar services. A maximum of 20 detailed reference sheets will be presented by each Candidate. The similarity of the references presented will be analyzed based on their relative relevance to the services to be implemented as described above.
