Project: Inclusive Agribusiness and Rural Transformation Project (ProAGRI).

Mission Title: Recruitment of an individual consultant responsible for developing the operational manual for the selection and financing of productive alliances for the ProAGRI Project.

 

The Government of the Republic of Chad has received financing from the World Bank to cover the cost of the Inclusive Agribusiness and Rural Transformation Project (ProAGRI) and intends to use part of this financing to make payments for the contract of Recruitment of an individual consultant responsible for developing the operational manual for the selection and financing of productive alliances for the ProAGRI Project. The project is part of the Chad Government's Vision 2030 and National Development Plan (NDP) to improve the resilience, competitiveness, and inclusion of agricultural value chains in several provinces of the country.

 

To support Chad's rural transformation vision, the ProAGRI project, as a catalyst for agricultural development, plans to recruit an individual consultant responsible for developing the operational manual for the selection and financing of productive alliances to define the guidelines, procedures, responsibilities, tools, and mechanisms applicable to the administration and provision of Matching Grants and PPPs financed by ProAGRI.

 

The main objective of the consultant's mission is to provide ProAGRI with a comprehensive, operational, and World Bank fiduciary, environmental, and social safeguard compliant Operational Manual for the Selection and Financing of Productive Alliances, serving as a single reference for all stages of the Productive Alliances, GAP, and PAP lifecycle, from the call for expressions of interest to the closure of grant agreements.

 

The specific objectives are:

 

• Analyze and capitalize on the practices and experiences of Productive Alliance mechanisms implemented in other World Bank-financed projects in Sub-Saharan Africa, as well as lessons learned from existing Matching Grant mechanisms in Chad and the sub-region, to extract best practices applicable to the Chadian context;

 

• Define the institutional framework, roles, and responsibilities of all actors involved in the ProAGRI Productive Alliance management cycle (UCP, MOD, Selection and Approval Committee, promoters, farmer organizations, partner companies, service providers);

 

• Develop the eligibility framework, selection criteria, scoring grid, and procedures for processing and evaluating applications for Large and Small Productive Alliances, taking into account their respective specificities;

 

• Define (i) financial management and grant disbursement procedures; (ii) the monitoring and evaluation system for financed alliances; (iii) the integration of environmental and social safeguard (ESS) requirements into the alliance lifecycle; (iv) the development of tools and standard templates (grant agreement, monitoring reports, grievance redressal mechanism).

 

The composition of the expression of interest file is as follows:

 

• A letter of expression of interest addressed to the National Coordinator of ProAGRI;
• A detailed and updated curriculum vitae highlighting the consultant's areas of expertise;
• References for similar missions carried out by the consultant related to the projected mission;

 

NOTE: References for similar missions must be justified by the cover pages and signature pages of contracts, agreements, or protocols, as well as certificates of service rendered or successful completion, consistent with the similar services performed and cited in the list of services performed.
