Haiti Electrical Engineer Organization CTG (Committed To Good) Posted 16 Jun 2026 Closing date 24 Jun 2026 Overview of position Our clients Engineering and Facilities Management Section (EFMS) is responsible for the planning, design, implementation, operation and maintenance of engineering infrastructure supporting mission operations throughout Haiti. This includes camps, offices, accommodation facilities, utilities, critical power systems, logistics compounds, operational support facilities and associated infrastructure. To support the delivery of electrical infrastructure projects and ensure the reliability of mission-critical systems, our client requires a senior Electrical Engineer capable of providing technical expertise in electrical power generation, distribution, protection, control systems, electromechanical installations, renewable energy solutions and infrastructure modernization projects. The position contributes to the safe, efficient and sustainable operation of mission facilities through technical oversight, engineering support and contractor management Role objectives The Electrical Engineer will provide professional electrical engineering support for the assessment, design, implementation, supervision, testing, commissioning and handover of electrical infrastructure projects across our clients locations. The incumbent will: Ensure electrical systems are designed and implemented in accordance with applicable engineering standards, mission requirements and operational priorities. Provide technical oversight for power generation, electrical distribution and electromechanical systems. Support project planning, procurement processes and contractor management activities. Improve reliability, resilience, efficiency and safety of mission electrical infrastructure. Support integration of conventional and renewable energy systems within mission facilities. Ensure proper technical documentation, reporting, and project close-out processes. Expected output: Engineering Design and Technical Documentation Electrical assessments, load calculations and feasibility studies completed as required. Single-line diagrams, electrical layouts, technical specifications, BOQs, SOWs and cost estimates prepared and reviewed. Technical evaluation reports for procurement and contract actions completed within required timelines. Engineering recommendations prepared for electrical upgrades, rehabilitation projects and new installations. Project Implementation and Supervision Electrical construction, installation and maintenance works supervised and monitored. Contractor activities reviewed for technical compliance, quality and safety. Site inspections conducted and documented throughout project implementation. Project progress monitored against approved scope, budget and schedule. Testing, Commissioning and Handover Factory acceptance, site testing and commissioning activities witnessed and documented. Electrical systems verified for operational readiness and compliance. As-built drawings and handover documentation reviewed and approved. Defects identified, tracked and closed prior to project acceptance. Asset Management and Operational Support Electrical asset condition assessments conducted and reported. Preventive and corrective maintenance recommendations provided. Spare parts requirements identified and tracked. Mission-critical electrical systems monitored for reliability and operational continuity. Project reporting The Electrical Engineer will report to the Chief Engineer, EFMS, or designated supervisor. Reporting requirements include: Weekly project progress reports. Monthly engineering activity summaries. Site inspection reports. Technical assessment reports. Testing and commissioning reports. Contractor performance evaluations. Risk assessments and mitigation recommendations. Defect and corrective action registers. Technical inputs for procurement and contract management actions. Reports shall be submitted in accordance with EFMS reporting formats and established mission timelines Key competencies Qualifications: Advanced university degree (Master's degree or equivalent) in Electrical Engineering. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree (required). Professional registration as Electrical Engineer. Additional postgraduate studies in Power Systems, Energy Management or Project Management (desired). Other qualifications required: Proficiency in Microsoft Office and engineering software. Ability to prepare technical reports and engineering documentation (required). Training or certification in Project Management (PMP, PRINCE2), Electrical Safety, Renewable Energy Systems, Power System Design, AutoCAD Electrical or similar software (Desired). Years’ experience: Minimum five (5) years of progressively responsible experience in electrical engineering, power generation, electrical distribution, electromechanical systems, infrastructure projects, installation, testing, commissioning and maintenance. Experience preparing BOQs, SOWs, technical specifications and contractor evaluations (required). Experience in peacekeeping missions, humanitarian operations, military engineering environments or international organizations. Experience with solar energy systems, WTP/WWTP electrical systems, critical facilities and remote-site power infrastructure (desired). Geographical experience: Experience working in field environments and supporting geographically dispersed infrastructure projects (required) Experience in hardship, post-conflict, humanitarian or developing-country environments, particularly within Africa, the Caribbean or peacekeeping missions (desired). Languages: Fluency in written and spoken English (required) Knowledge of French and/or Spanish (desired) Professional Competencies Advanced knowledge of electrical engineering principles and practices. Electrical power generation and distribution systems expertise. Knowledge of low-voltage and medium-voltage electrical systems. Generator synchronization, ATS/AMF and power management systems. Electrical protection and control systems. HVAC electrical integration and electromechanical systems. Renewable energy and solar power systems. Engineering design review and technical evaluation. Construction supervision and contractor management. Testing, commissioning and troubleshooting. Risk assessment and engineering problem solving. Technical report writing and documentation management. Team management The incumbent is not expected to have direct line-management responsibility for permanent personnel. However, the Electrical Engineer will: Provide technical supervision and direction to contractors, subcontractors and temporary project personnel. Coordinate multidisciplinary engineering activities with civil, WATSAN, HVAC, facilities management, logistics and security stakeholders. Monitor contractor performance, quality and compliance with project requirements. Provide technical guidance to field teams involved in electrical works implementation. The position may supervise multiple contractor teams simultaneously depending on project complexity, location and operational requirements. Further information Frequent travel to project sites throughout Haiti may be required. The position involves field visits to active construction sites, power plants, utility installations and operational facilities. The incumbent may be required to work in remote locations and under challenging operational conditions. A valid driving licence is desirable. Familiarity with UN engineering procedures, procurement processes and contractor management practices is considered an asset. The position supports mission-critical infrastructure and therefore requires a high degree of technical integrity, accountability and professional judgement.
