Haiti Electrical QA / QC Engineer Organization CTG (Committed To Good) Posted 16 Jun 2026 Closing date 24 Jun 2026 Overview of position Our clients Engineering and Facilities Management Section (EFMS) is responsible for ensuring that electrical infrastructure and electromechanical systems supporting mission operations are installed, maintained, tested and documented in accordance with approved technical requirements, safety standards and operational needs. To support quality management and technical compliance across electrical infrastructure projects and maintenance activities, our client requires an Electrical QA/QC Engineer to provide quality assurance and quality control oversight of electrical and electromechanical works performed by contractors and maintenance teams. The position contributes to the reliability, safety and operational readiness of mission electrical systems through systematic inspections, testing verification, documentation review and corrective action monitoring. Role objectives The Electrical QA/QC Engineer will provide quality assurance and quality control support for electrical and electromechanical works throughout planning, implementation, testing, commissioning and handover phases. The incumbent will: Ensure electrical installations and maintenance activities comply with approved drawings, specifications and technical requirements. Verify compliance with applicable safety requirements, installation standards and manufacturer recommendations. Conduct inspections and quality verification activities for electrical and electromechanical systems. Support testing, commissioning and acceptance processes. Monitor corrective actions and closure of quality-related deficiencies. Maintain complete and accurate quality records for assigned projects and maintenance activities. Expected output: Quality Assurance and Inspection QA/QC procedures, inspection checklists and inspection and test plans implemented for assigned electrical works. Electrical installation, maintenance and repair activities inspected and documented. Compliance with approved drawings, specifications, BOQs and SOWs verified and recorded. Material inspections, delivery checks and quality verification activities completed and documented. Testing and Commissioning Electrical testing activities witnessed, recorded and verified. Test records maintained for continuity, polarity, insulation resistance, earth resistance, load testing, protection testing and commissioning activities. Commissioning documentation reviewed and filed. Electrical systems verified for compliance prior to acceptance. Quality Control and Corrective Actions Non-conformance reports (NCRs) issued and monitored until closure. Defects, non-compliant installations and unsafe conditions identified and reported. Corrective action registers maintained and updated. Contractor quality issues tracked and resolved within agreed timelines. Documentation and Reporting Inspection reports, test records and QA/QC documentation maintained. Material approval records, warranties and quality certificates reviewed and archived. Handover dossiers and as-built documentation supported and reviewed. Weekly quality reports and quality dashboards submitted to the supervisor. Project reporting The Electrical QA/QC Engineer will report to the Electrical Engineer, EFMS, or designated supervisor. Reporting requirements include: Daily and weekly inspection reports. QA/QC checklists and inspection records. Test and commissioning records. Non-conformance reports (NCRs). Corrective action tracking reports. Material inspection and approval records. Contractor quality performance inputs. Weekly quality dashboards summarizing risks, delays, recurring defects and corrective actions. Reports shall be maintained using approved EFMS formats and quality management procedures. Key competencies Qualifications: First-level university degree in Electrical Engineering or related field (required). Advanced university degree (Master's degree or equivalent) in Electrical Engineering or related field (desired) Other qualifications: Ability to prepare inspection reports, maintain quality records and use Microsoft Office applications (required). Technical QA/QC certification, electrical inspection certification or electrical safety certification (desired). Years’ experience: Minimum three (3) years of progressively responsible experience in electrical engineering, electrical installation, maintenance, inspection, commissioning or QA/QC activities. Experience in electrical QA/QC, including inspection reports, inspection and test plans (ITPs), testing records and NCR management (required). Experience with generators, distribution boards, synchronized panels, ATS/AMF panels, HVAC electrical systems, WTP/WWTP equipment, solar systems and other mission electrical infrastructure (desired). Geographical experience: Experience supporting field-based electrical projects and maintenance activities (required). Experience in military, humanitarian, peacekeeping, post-conflict, hardship or high-risk operational environments (Desired). Languages: Fluency in written and spoken English (required). Knowledge of French and/or Spanish (desired). Professional Competencies: Electrical quality assurance and quality control. Electrical installation inspection and testing. The role requires frequent interaction with contractors, maintenance personnel and technical stakeholders involved in electrical works. Further information The position supports quality assurance and quality control activities for electrical and electromechanical infrastructure across our clients facilities and operational locations. Regular site inspections and field visits are required. The incumbent will be expected to work closely with contractors, maintenance teams and engineering personnel. Accurate record keeping and quality documentation are critical components of the role. A valid driving licence is desirable. The position requires the ability to identify non-conforming work, verify corrective actions and support technical acceptance processes. The incumbent may be required to travel to field locations in support of inspections, testing, commissioning and project handover activities.
