Original language: GermanDer Kreis Recklinghausen (im Folgenden "Konzessionsgeber" genannt) liegt im nördlichen Ruhrgebiet im Bundesland Nordrhein-Westfalen. Die Bevölkerungszahl beläuft sich auf rund 620.000 Einwohner. Der Kreis setzt sich aus den zehn mittleren und großen kreisangehörigen Städten Castrop-Rauxel, Datteln, Dorsten, Gladbeck, Haltern am See, Herten, Marl, Oer-Erkenschwick, Recklinghausen und Waltrop mit knapp 30.000 bis zu gut rund 120.000 Einwohnern zusammen. Das Vergabeverfahren zielt darauf ab, einen Netzbetreiber zu finden, der die Versorgung der unterversorgten Adressen (Gigabit 2.0) mit einer zukunftsorientierten Breitbandversorgung für sämtliche Adressen des gegenständlichen Konzessionsgegenstandes übernimmt. Der Konzessionsgeber erfüllt im Rahmen der allgemeinen Daseinsvorsorge vielfältige pflichtige und freiwillige Aufgaben. Zu den etablierten freiwilligen Aufgaben gehört die Wirtschaftsförderung, die sich bisher schon auf Kreisebene im notwendigen Umfang auch mit den wirtschaftsrelevanten Fragen der Breitbandversorgung und Digitalisierung befasst. Der Ausbau leistungsstarker Breitbandanschlüsse dient nicht nur der grundlegenden Daseinsvorsorge, sondern ist eine essenzielle Voraussetzung für wirtschaftliches Wachstum und steigenden Wohlstand. Ziel des Konzessionsgebers ist es dabei, jedem Haushalt und jedem Unternehmen im Projektgebiet mittelfristig einen leistungsfähigen Gigabit-Breitbandanschluss von 1 Gigabit/s symmetrisch zur Verfügung zu stellen. Hierfür hat der Konzessionsgeber am 27.09.2024 einen Antrag beim Bund auf Gewährung einer Zuwendung gestellt und am 15.11.2024 einen Bescheid über eine Zuwendung in vorläufiger Höhe (Anlage 01a) sowie den Änderungsbescheid (Anlage 01b) vom 26.02.2026 erhalten.
