1. The Government of the Republic of Madagascar has requested a credit from the World Bank to finance the cost of the Multimodal Transport and Logistics Project (PTML) and intends to apply part of the proceeds of this financing to make payments under the contract for studies of quay developments in the influence zone of the port of Majunga, 06-APMF-C-PTML/2026.
2. The consulting services (“the Services”) consist of the engineering study of secondary ports connected to Majunga in order to establish a short-term investment program and one for the horizon 2040 based on an economic study and taking into account the organizational and institutional aspects, as well as the environmental impacts of the envisaged investments. Six (06) secondary ports will be the target of the studies: (P1) the port of Analalava, (P2) the port of Antsohihy, (P3) the port of Maintirano, (P4) the port of Morondava, (P5) the port of Morombe, (P6) the port of Nosy be. The services will be divided into two tranches: Firm Tranche for technical, socio-economic and environmental feasibility studies and Conditional Tranche for detailed preliminary design studies, environmental & social impact studies, and preparation of tender documents for works.

3. The PTML Project Preparation Coordination Unit now invites eligible consultants (firms) (“Consultants”) to express their interest in providing the Services required. Interested Consultants should provide information demonstrating that they possess the relevant qualifications and experience to perform the Services. The main pre-selection criteria are:
Be an engineering consulting firm or a consortium demonstrating solid experience and specific references in the following areas:
- Port and Maritime Engineering: Have conducted comprehensive technical studies (APS, APD) for the design, rehabilitation, and expansion of port infrastructure (quays, breakwaters, dredging, reclamation) in maritime and river environments.
- Environmental and Social Impact Assessment (ESIA): Have carried out comprehensive ESIAs for infrastructure projects, in accordance with international donor standards.
- Tourism and Logistics Development: Experience in planning and designing tourism reception infrastructure (cruise terminal, ferry terminal) would be a major asset.

4.
