European tender for the execution of the National Insulation Program (NIP): SPUK Local Insulation Approach

The scope of the tender covers the facilitation and execution of the National Insulation Program (NIP): SPUK Local Insulation Approach on behalf of the Contracting Authority. The services that the Tenderer will perform for this purpose cover the following aspects: • Setting up a portal (website/application) where owner-occupiers can apply for the subsidy; • Helpdesk for owner-occupiers; • Support with communication from the Contracting Authority to owner-occupiers regarding the National Insulation Program (NIP): SPUK Local Insulation Approach and the three (3) subsidy tracks; • Processing applications for the three (3) subsidy tracks (from acceptance, checking the application and checking the executed insulation measures to the payment of the awarded subsidies and collection of outstanding invoices); • Having insulation measures carried out by executing parties regarding subsidy track 1 ‘Full service’; • Reporting; • Accountability for the SPUK NIP: o Under This order is not divided into multiple lots. Bidding for a part of the order is not permitted and will lead to exclusion from further participation in the tender procedure. The current order in this tender represents an estimated order value of € 210,000.00 excluding VAT. Please note: The Contracting Authority is obliged to include a maximum order value or maximum quantity for the framework agreement. However, there is a margin of uncertainty regarding the purchases, which cannot be quantified in advance. The Contracting Authority therefore wishes to distinguish between the estimated order value (the expectation) mentioned above and the maximum order value / maximum quantity of the intended framework agreement. The estimated order value is indicative, amounts to € 210,000.00 excluding VAT and is based on a term of five (5) years. The maximum order value amounts to € 420,000.00 excluding VAT and is also based on a term of five (5) years. When determining the maximum order value, account has been taken of the possible circumstance that the volume of supplies and/or services turns out to be (substantially) higher than expected based on the estimated order value. If the maximum order value/quantity is exceeded, the Agreement will end and will be re-tendered. No rights can be derived from the above amounts, which means that it cannot be stated with certainty that the estimated and/or maximum order value will actually be purchased during the term of the Agreement.
