Regjeringen inviterte i 2023 kommuner og fylkeskommuner til å søke om å bli med i regjeringens forsøksordning for kommuner og fylkeskommuner. Det innebærer at kommunene får anledning til å teste ut nye måter å løse oppgaver på gjennom fritak fra regelverk. Utgangspunktet for disse forsøkene er lov om forsøk i offentlig forvaltning av 26.06.1992, heretter forsøksloven. Dette oppdraget går ut på å evaluere fem forsøk: - forsøk med å drive en felles legetjeneste i et kommunalt oppgavefellesskap i fire kommuner i Indre Namdal, Trøndelag (Grong, Lierne, Namsskogan, Røyrvik) - forsøk i Nordre Follo kommune om bedre dialog mellom administrasjon og folkevalgte - dialogfase. - forsøk i Nordre Follo kommune om bedre dialog mellom folkevalgte, administrasjon og innbyggere - oppgaveforum - forsøk i Vestland fylkeskommune og 18 kommuner i fylket om vertskommunesamarbeid på tvers av kommunale nivå på fagområdet eldre og avsluttet arkiv - forsøk i Oslo kommune med delegering av vedtaksmyndighet i saker om ettergivelse/ nedsettelse av eiendomsskatt Varighet og kostnadsramme Forsøkene varer i utgangspunktet i inntil fire år fra oppstart, og evalueringsoppdraget vil vare i hele forsøksperioden, samt at det skal skje etterarbeid i forbindelse med sluttrapport. Sluttrapport skal leveres innen 1.november 2030. Det kan bli aktuelt for tilbyder å delta på møter og/ eller samlinger med kommunene i forsøksordningen i regi av KS og/ eller departementet. Øvre kostnadsramme for anskaffelsen er inntil 8 000 000 kroner, ekskl.mva. Beløpet omfatter alle utgifter forbundet med oppdraget. Utbetalinger skjer ved leveranser, jf. bilag 5 til avtalen. Det tas forbehold om Stortingets behandling av budsjettforslaget. For nærmere beskrivelse av leveransen, se bilag 1 til avtalen.
