Objetivo general: Elaborar una ruta de articulación interinstitucional, una guía práctica, un plan de acción con medidas concretas para entidades públicas y empresas privadas, y un mecanismo estandarizado para calcular el cumplimiento de la cuota en el sector público. También se deberán desarrollar acciones de capacitación para que los actores involucrados puedan aplicar estas herramientas. Actividades principales: 1. Diagnóstico cualitativo de barreras, necesidades y buenas prácticas en los sectores público y privado. En el privado se distinguirá entre empresas que cumplen la cuota, las que avanzan progresivamente y las que, estando obligadas, no contratan personas con discapacidad. 2. Ruta de articulación interinstitucional: definir roles y responsabilidades de las entidades competentes, así como los flujos de consulta y atención de requerimientos. 5. Herramientas orientadoras diferenciadas para el sector público y el privado, que generen avances cuantitativos concretos, ayuden a más empresas a cumplir la obligación y faciliten que las que aún no contratan inicien acciones efectivas.
