Contract title: Expansion and Upgrade of the Telecommunication Network for RNT

RFB No: AO-MINEA-GEPE-210434-CW-RFB

1. The Government of the Republic of Angola has received financing from the World Bank toward the cost of the Electricity Sector Improvement and Access Project (ESIAP) and intends to apply part of the proceeds toward payments under the Contracts for Expansion and Upgrade of the Telecommunication Network for RNT. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The Project Coordination Unit (PCU) of the Ministry of Energy and Water (MINEA) now invites sealed Bids from eligible Bidders for Expansion and Upgrade of the Telecommunication Network for RNT, which consists of the Nationwide (according the sites list provided in the Technical Specifications) Expansion and Modernization considering Design (new designs as applicable and updated ones where also applicable), Supply, Installation, Testing, and Commissioning of an Integrated Telecommunications System for the National Transmission Grid Operator (RNT-EP), in three (3) lots:

  1. LOT 1: Physical Infrastructure, Power Systems and Integrated Electronic Security Systems
  2. LOT 2: WAN, LAN/WLAN and Unified Communication Solutions
  3. LOT 3: Cybersecurity and Network Management & Supervision Systems

3. Bidders may Bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.

4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40%.

6. Interested eligible Bidders may obtain further information from Project Coordination Unit of the Electricity Sector Improvement and Access Project (ESIAP), Attn.: Mr. JoĂŁo Moreira Saraiva, Project Coordinator, E-mail: geral@esiap.ao, and copy to cachamba.amaral@esiap.ao and ayoub.nghasha@esiap.ao and inspect the bidding document during office hours Monday to Friday, 08:00 to 15:00 hours Angola Local Time at the address given below.

7. The bidding document in English, may be obtained, free of charge by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by email in a non-editable format. If delivery by courier is requested, the cost shall be borne by the bidder.

8. Bids must be delivered to the address below on or before 10:30 am Angola Local Time on July 10, 2026. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 10:30 am Angola Local Time on July 10, 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

9. All Bids must be accompanied by a Bid-Securing Declaration in the format available in Bidding Forms, Section IV.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
