This request for Bid follows the General Procurement Notice for this Project to Zanzibar Public Procurement Regulatory Authority in September 2026. 1. The Government of the United Republic of Tanzania represented by the Revolutionary Government of Zanzibar under the State University of Zanzibar has received a loan from the Arab Bank for Economic Development in Africa (BADEA) towards the cost of THE EXPANSION OF THE STATE UNIVERSITY OF ZANZIBAR PROJECT, and intends to apply the proceeds of this loan to finance the proposed construction of • New Administration Block, Students’ centre, School of Education and Languages Block, Staff Quarter Blocks and Sports Facilities 2. The State University of Zanzibar now invites sealed bids from the eligible and qualified bidders (Building Contractors Class One) for carrying out the Construction and Completion of Buildings. The works must be completed within eighteen (18) months. Bidding will be conducted through Competitive Bidding restricted only to Arab, African or Arab African contractors in accordance with the procedures specified in the Guidelines for the Procurement of Goods and Contracting for the execution of Works by BADEA and Coordination Group (2001) and Public Procurement Act No. 2 of 2025. 4. Qualifications requirements include: (1) General Construction Experience: Experience in construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 10 years, starting 1st January 2016. (2) Specific Construction & Contract Management Experience: Experience as a prime contractor in the construction of at least three (3) works of similar nature and complexity in the last ten (10) years each with a minimum value of US$ 3 million or one contract with minimum value of US$ 9 million or its equivalent; (ii) Average Annual Turnover calculated as total certified payments received for contracts in progress or completed, within the last five (5) years of USD 10 million or its equivalent in other currency (s); (iii) minimum amount of liquid assets and/or credit facilities net of other contractual commitments of USD 2.5 million or its equivalent in other currency. Regarding Award Criteria, the Employer will aggregate minimum requirements as specified under items 3.1, 3.2, 4.2(a) and 4.2(b) of Section III (Evaluation and Qualification Criteria). 5.
