Title: CONSTRUCTION OF A 50 M METEOROLOGICAL LATTICE MAST /TOWER.
Objective of the Consultancy
Main Objective
To construct a safe, durable, structurally sound, and fit-for-purpose tower to accommodate Eddy Covariance
equipment for long-term monitoring of greenhouse gas fluxes and ecosystem–atmosphere interactions
within the Rufiji Delta mangrove ecosystem, in accordance with the approved technical specifications,
engineering standards, and site-specific environmental and safety requirements.
Specific Objectives
i. To undertake the site preparation, foundation works, fabrication, transportation, assembly,
erection, and construction of a structurally sound and fit-for-purpose tower capable of safely
accommodating the Eddy Covariance system and associated scientific equipment, in accordance
with approved technical specifications, engineering drawings, and applicable standards.
ii. To ensure that the tower incorporates appropriate structural stability, anchoring/guying
systems, access and safety provisions, and durable corrosion-resistant materials, taking into
consideration the site-specific conditions of the Rufiji Delta, including mangrove canopy height,
soil conditions, wind loads, tidal influence, flooding, high humidity, and salinity.
iii. To ensure that all construction works comply with applicable quality assurance, occupational
health and safety, environmental safeguards, and Tanzanian engineering and construction
standards, including final structural inspection, verification, site restoration, and handover of a
completed tower ready for installation of the Eddy Covariance equipment by the designated
equipment supplier.

About the Project
Pamoja Tuhifadhi Bahari Yetu Project is a four-year initiative (2024–2028) funded by the European Union and
implemented under the Blue Economy for job creation and climate change adaptation. The Project aims to
contribute to improved environmental protection and biodiversity conservation of Tanzania's coastal and
marine ecosystems and to support the development of a climate-resilient Blue Economy.
The Project is implemented in selected coastal and marine landscapes in Mtwara, Lindi, Coast and Dar es
Salaam regions on Mainland Tanzania and Unguja Island in Zanzibar. The Project is led by the International
Union for Conservation of Nature (IUCN) in partnership with WWF, Wildlife Conservation Society (WCS), The
Nature Conservancy (TNC) and ForumCC.
Tanzania's coastal and marine ecosystems provide significant ecological, social and economic benefits,
including carbon sequestration and storage, fisheries production, coastal protection, biodiversity
conservation and livelihood opportunities. However, these ecosystems are increasingly affected by climate
change, habitat degradation, unsustainable resource use, pollution and limitations in the availability of long-
term scientific information required to support evidence-based management and policy decisions.
The Bahari Yetu Project's Theory of Change recognizes that stewardship of marine biodiversity and the Blue
Economy can be strengthened through improved science-based natural-resource management and
governance; increased economic benefits from conservation-based enterprises; adoption of technologies
and approaches that strengthen climate resilience; improved knowledge management and institutional
capacity; and strengthened evidence-based research, monitoring, policy development and implementation.
Under Work Package 4 (WP4), the Project is strengthening institutional capacity for research, monitoring and
governance. One of the strategic investments is the establishment of an Eddy Covariance (EC) monitoring
station within the Rufiji Delta mangrove ecosystem to enable continuous measurement of exchanges of
carbon dioxide, water vapour and energy between the mangrove ecosystem and the atmosphere.
Description of the Assignment
IUCN Tanzania Country Office, through the EU-funded Pamoja Tuhifadhi Bahari Yetu Project, intends to
engage a qualified engineering/construction firm or company to undertake the detailed engineering, supply,
fabrication, construction, erection, structural testing and handover of a permanent Eddy Covariance lattice
tower/mast at the Rufiji Delta mangrove monitoring site in Nyamisati, Tanzania.
The tower will provide the permanent structural infrastructure required to accommodate an Eddy Covariance
monitoring system and associated meteorological and monitoring equipment.
