The ESARO Programme focuses on biodiversity conservation through a diverse portfolio of projects and programmatic initiatives ranging from activities at the level of individual protected areas to shaping regional policy on biodiversity conservation. Program and project implementation are done in collaboration with IUCN members, commissions, and other strategic partners. IUCN has received funding from the Embassy of Ireland in Dar es Salaam-Tanzania to implement a follow-on project called, Bahari Mali II “Accelerating Blue Economy Resilience for People and Nature in Tanzania’s key Seascapes” which builds on the Bahari Mali (Towards a Blue Future in the Tanga-Pemba Seascape Initiative) project and IUCN Eastern and Terms of Reference for Consultancy v1 March2024 Southern Africa’s Blue Resilience Framework, composed of 3 key pillars: Blue Planet, Blue People and Blue Partnerships. This initiative strengthens more than four decades of IUCN’s operations in Tanzania working with many partners and stakeholders to implement a large and diverse portfolio of conservation projects ranging from management of protected areas, forest ecosystems, coastal and marine resources, aquatic ecosystems, and climate change resilience. Project Goal The Bahari Mali II project aims to accelerate the implementation of transformative technical and policy solutions that will result in a climate-resilient Blue Economy in priority seascapes in Tanzania. Project Objectives and Expected Outcomes The Bahari Mali II Project aims to achieve the following objectives: 1. Enhance collaboration, policy engagement and impact across Team Ireland and Team Europe programmes in Tanzania’s Blue Economy through a coordinated partnership approach. 2. Strengthen inclusive climate governance and management systems for coastal and marine resources. 3. Promote climate-resilient approaches that support healthy ecosystems, build local adaptation capacity in priority seascapes. 4. Improve the economic resilience of coastal communities by enhancing value chains and expanding access to sustainable markets and financing in Tanzania’s Blue Economy. Project Components To consolidate and accelerate achievement of the project’s goal, objectives and impact, four (4) interrelated components will be implemented as follows: a) Component 1: Promote and contribute to a more ambitious and effective partnership under team Ireland/ team Europe funded programmes in the blue economy space b) Component 2: Build effective institutions and governance systems for inclusive outcomes in the Blue economy space in Tanzania c) Component 3: Scale up integrated approach to climate change and seascape systems management through Nature-based Solutions d) Component 4: Support business enabling conditions for accelerating climate-resilient blue economy investments and businesses Objective of the Assignment The basis of the audit derives from the responsibilities of the grant recipient (IUCN) for the proper use of the funds provided under the Financing Agreement signed between the Minister for Foreign Affairs of Ireland, represented by the Embassy of Ireland, Dar es Salaam, and IUCN, International Union for Conservation of Nature, and Natural Resources (IUCN) The objective of the audit is to express an opinion on the Final Financial Report for the project and assess whether the funds were utilized for the purposes described in the project documents and work plans. Scope of work Terms of Reference for Consultancy v1 March2024 The audit will cover the following scope: • To ensure that funds have been used in accordance with the grant agreement, with due attention to economy, and efficiency, and only for the purpose for which financing was provided in the grant agreement. • To ensure that proper books of account have been maintained. • To ensure that goods and services have been procured in accordance with the grant agreement and accordance with the organization’s procurement procedures. • To ensure that all supporting documentation, records, and accounts have been maintained with respect to all project activities. • The expenditure report gives a true and fair view of the financial condition and performance of the project.
