Under the Better Livelihoods and Human Capital through Improved Service Delivery in Social Protection and Skills (BLHC) Programme, the International Labour Organization (ILO) is seeking a national consultant to develop a sustainability pathway for Sector Skills Councils (SSCs) in Cambodia.

The objective of this consultancy is to prepare a policy-oriented discussion paper outlining a sustainability pathway for SSCs in Cambodia. This will be based on the evidence collated, lessons learned from SSC experience and captured through review process, and future scenarios developed through national consultations, and informed by international practice. The discussion paper should explore the practical, institutional, financial and legal perspectives of developing a sustainability pathway, using one selected economic sector as a model (sector to be determined). It will then make recommendations for the implementation of a new SSC pilot model for discussion with relevant stakeholders.

Interested candidates are invited to submit a narrative proposal (including methodology and work plan) and a financial proposal with daily fee follow the instructions attached to consult the detailed terms of reference and other relevant information in the ILO e-sourcing platform.
