Contract Title: Supply and installation of Computer Equipment and technological infrastructures in the 58 Municipal Administrations (Including training of technicians)

- The GoA has signed a loan agreement with the World Bank for the implementation of the Strengthening Governance to Improve Service Delivery Project, the objectives of which are: (i) to increase the amount and reliability of fiscal transfers to selected municipalities; (ii) to strengthen their financial and land management capacity; (iii) to increase identity coverage. The project is multi-sectoral, involving the following Ministerial Departments: Ministry of Finance, Justice and Human Rights, Public Works, Urban Planning and Housing, Public Administration, Labour, Social Security and the Territorial Administration, which is responsible for coordination through a Project Implementation Unit (PIU) and intends to apply part of the proceeds toward payments under the contracts for Supply and installation of Computer Equipment and technological infrastructures in the 58 Municipal Administrations (Including training of technicians): For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing..
- The Angola Strengthening Governance for Enhanced Delivery Project now invites sealed Bids from eligible Bidders for: Supply and Installation of Computer Equipment and Technological Infrastructures in the 58 Municipal Administrations (Including Training of Technicians).
The procurement is structured in four (5) Lots:
- Lot 1 – Computer Equipment for Class A Municipalities;
- Lot 2 – Computer Equipment for Class B Municipalities;
- Lot 3 – Equipment to Support the Delimitation of Municipalities;
- Lot 4 – Computer Equipment for Class C Municipalities;
- Lot 5 - End Users Devices for Municipalities (MINFIN).
The scope includes supply, delivery, installation, configuration, testing, commissioning, training, warranty and after-sales service.
Final Destination (Project Sites): Luanda, Uíge, Cuanza Sul, Benguela, Huambo, Bié, Huíla and Cunene.
Delivery and installation period: As specified in the Bidding Document.
3. Bidding will be conducted through Open International Competitive Procurement using a Request for Bids (RFB) method and is open to all eligible Bidders as defined in the Procurement Regulations.
The procurement will follow a Single-Stage, Two-Envelope procedure.
4.Technical Evaluation
The Technical Part of the Bid shall be evaluated separately for each lot using the criteria and weightings indicated in the table below. Lots 1, 2 and 4 shall be evaluated using the same criteria and respective weightings, while Lots 3 and 5 shall be evaluated using specific weightings reflecting their respective complexity and scope.

6. Bids must be delivered to the address below on or before:

Electronic Bidding will not be permitted.
Late Bids will be rejected.
7. Bid Opening
Technical Proposals will be opened in public in the presence of Bidders’ designated representatives and anyone who chooses to attend at the address below on:
30 May 2026 at 14h30 (local time).
Financial Proposals of technically responsive Bidders will be opened at a later date, to be communicated in accordance with the Bidding Document.
8.Bid Security
All Bids must be accompanied by a Bid Security, in the amount and form specified in the Bidding Document.
