- The Republic of Chad has received financing from the World Bank towards the cost of the Chad Energy Access Scale-Up Project (PAAET) and intends to use part of this Grant to make payments for Orders that may be placed under the Framework Agreements (FA) for the supply, installation, and maintenance of stand-alone solar systems (SSS) for the electrification of health centers and schools, concluded following a Primary Procurement Procedure. For these contracts, the Borrower will resort to the direct payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing, except for payments for which the contract provides for the use of a letter of credit.
- The Procuring Agency is conducting the Primary Procurement Procedure with the aim of concluding Framework Agreements. The Procuring Agency is the sole Procuring Agency under these Framework Agreements. It invites sealed bids from eligible Bidders for the supply and installation of stand-alone solar systems (SSS) for the electrification of health centers and schools in four (04) lots.
The quantities planned under the Primary Procedure concern 436 schools and 256 health centers. Estimated additional quantities, covering 153 schools and 434 health centers, may be ordered later, as needed, through Subsequent Orders placed under the Framework Agreements.
- The Framework Agreements to be concluded will be single-user. The sole Buyer authorized to place Orders under the Framework Agreements is the Project Execution Unit for the Chad Energy Access Scale-Up Project (CEP-PAAET), acting on behalf of the Ministry of Water and Energy.
