- The Government of the Togolese Republic has obtained a credit from the International Development Association (IDA) to finance the Inclusive Development through Electricity Access Project (IDEA), and intends to use part of this financing to make payments under the Market for Supply and Commissioning of equipment as part of the continuation of the Revenue Protection Program.
- The Ministry Delegate for Energy and Mining Resources, requests sealed bids from eligible bidders meeting the required qualifications to supply 1200 Modems for connecting Medium Voltage meters to the CEET smart meter management platform and 4,000 Low Voltage smart meter concentrators and associated energy meters with various cables and accessories to be delivered within 240 calendar days from the notification of the approved contract, followed by a related service period of 180 calendar days from delivery.
- The procurement of the Market will be conducted through International Competitive Bidding (IOB) as defined in the "Procurement Regulations for Investment Project Financing Borrowers" of the World Bank of September 2023", and open to all bidders from eligible countries as defined in said Regulations.
- Bids will be evaluated in accordance with the evaluation process defined in the bidding documents. The following weightings will apply to the Rated Criteria (including technical and other factors besides price): Thirty percent (30%) and for the Bid cost : Seventy percent (70%).
