The ElectricitĆ© du Cambodge (EDC) has obtained a grant from the World Bankās Grant Facility for Project Preparation (GFPP) under the Cambodia Sustainable Energy Transition Project (CSET) and intends to apply part of the proceeds for consulting services.
- The CSET project aims to advance government objectives by reinforcing the national power grid, improving energy efficiency, and encouraging affordable, cost-effective demand-side energy management to guarantee stable, resilient, and affordable electricity services.
- The expected main outcome of this consultancy is to help EDC enhance its preparedness for transitioning from the current CIFRS for SMEs to the CIFRS for SMEs (Third Edition) and ultimately to full IFRS, thereby boosting transparency, governance, and confidence among stakeholders. The primary beneficiaries are EDC, the Ministry of Mines and Energy (MME), and current and prospective investors.
- The consultantās specific objective is to carry out a thorough gap analysis comparing EDCās existing financial reporting practices against the CIFRS for SMEs (Third Edition) and full IFRS standards, and to provide actionable steps to close any gaps. The consultant must also create a compliance roadmap for adopting CIFRS for SMEs (Third Edition) and full IFRS, which should include an outline of necessary capacity-building measures and system improvements so that EDC can produce financial statements fully aligned with those standards. Ultimately, this work will help EDC move toward global best practices, improve financial openness, and strengthen stakeholder trust in its operations.
- The assignment is scheduled to begin in July 2026 and will run for 8 months, with the possibility of an extension depending on project continuation, the consultantās performance, and further needs.

The EDC now invites eligible consulting firms (āConsultantsā) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- The firm must be a legally registered entity with proven experience at least 8 years in providing professional accounting and financial advisory services, including IFRS implementation/transition for large/medium organizations.
- Demonstrated track record in conducting IFRS gap analyses, developing transition roadmaps, and supporting implementation for state-owned enterprises or utilities at least 2 projects. The firm should have experience in designing financial reporting frameworks, chart of accounts, and compliance manuals aligned with IFRS.
- At least 5 years of relevant experience in IFRS implementation projects, including successful completion of similar assignments for utilities, state-owned enterprises, or large corporations.
- Knowledge of sustainability reporting under IFRS or related frameworks is an advantage
Key Experts will not be evaluated at the shortlisting stage.
The shortlist will comprise at least three qualified firms, whose qualifications shall substantially meet the shortlisting criteria mentioned above.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bankās āProcurement Regulations for IPF Borrowersā Sixth Edition, dated February 2025 (āProcurement Regulationsā), setting forth the World Bankās policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: as per paragraph 3.17 of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
