The East African Community (EAC) Secretariat has received a grant in the amount of US$ 29 million from the World Bank toward the cost of an Investment Project Financing (IPF) component of the Eastern Africa Regional Statistics Program for Results. The EAC) Secretariat intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

The proposed project activities will focus on the provision of a support system for implementation of the Program and assist participating countries to develop and adopt common methods, concepts, definitions and classifications for compiling, analyzing, and disseminating the statistics necessary for the proper functioning of the economic integration of the EAC and the agenda to move towards a Monetary Union. The IPF component includes activities for improving harmonization, quality and dissemination of statistics, upgrading IT and statistical infrastructure and enhancing institutional development.

The proposed project is structured into the following four subcomponents, which are presented in detail in the Project Appraisal document (PAD):

Sub-component 1.1: Improving harmonization and quality (US$ 9.1 million) - Under this sub-component, the EAC will coordinate development of regional compilation guidelines across multiple statistical dimensions and provide technical training on the implementation of the reference standards and methods which are measured against corresponding Disbursement Linked Indicators Disbursement Linked Indicators (DLIs) of the Program component on the production of harmonized statistics.

Sub-Component 1. 2 : Improve dissemination and use (US$ 3.6 million) - This sub-component will support the development of IT systems for data exchange. The adoption of SDMX by all NSOs as the common national and regional data exchange standard and the improvement of dissemination activities of this sub-component will further support achievement of corresponding (DLI 1.2) of the program on improving Improved dissemination and use of statistics. This sub-component will also support:

Procurement of IT equipment to support statistical databases.

Procurement of consultant for professional service to establish regional sectoral databases for: Trade Statistics, CPI, GFS, MFS, BOP.

Procurement of data analysis software

Sub-Component 3.1: Upgrade IT and statistical infrastructure (US$3.3Million) - The subcomponent will support acquisition and training of compatible software for the Partner States in the areas of price statistics and National Accounts. This is will facilitate achievement of some DLI’s in result areas 2 and 3 of the Program. In addition, the sub-component will support the integration of new technologies and big data in the production of official statistics will support use of new technologies and innovation by NSOs in the production of statistics. This sub-component will also support:

Procurement of consultant to develop National Accounts Statistics (NAS) Software.

Procurement of Equipment for the Eastern Africa Statistical Training Centre (EASTC), Dar es Salaam.

Procurement of Equipment for School of Statistics and Planning, Makerere University, Kampala.

Sub-Component 3.2: Enhance institutional development (US$13.0) - This subcomponent will among others finance: (i) maintenance of recruited experienced and specialized technical experts providing technical support and training to staff of the NSOs on across multiple statistical dimensions as well as the PIU staff; and (ii) provision of technical assistance to the Partner States to update their National Statistics Acts, facilitate alignment of the Partner States National Strategies for Development of Statistics (NSDSs) to the Regional Strategy for Development of Statistics (RSDP). This sub-component will also support:

Procurement office furniture and computer equipment for the project office.

Construction of Multi-Purpose Hall at Eastern Africa Statistical Training Centre (EASTC), Dar es Salaam.

Procurement of consultant to conduct feasibility study and prepare environmental assessment and social studies for construction of multipurpose building at EASTC, Dar es Salaam.

Procurement of consultant to prepare architectural, structural drawings, bill of quantity and supervision of construction of multipurpose building and conduct supervision of construction works of multipurpose building at EASTC, Dar es Salaam.

The technical assistance from the EAC will focus on advancing harmonization by providing regional training to NSO experts, followed by country level training and technical missions to support implementation of the guidelines.

Procurement of contracts financed by the World Bank will be conducted through World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services , Fourth Edition, November 2020 (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business , on the World Bank’s external website, EAC website, Regional News Papers and National Newspapers in East African Countries.

There will be no pre-qualification/ initial selection of suppliers and contractors. All such contracts will be subject to post qualification examination.
