De Opdracht betreft internationale Gerechtelijke incassodienstverlening voor Dienst Uitvoering Onderwijs (DUO) en het Centraal Justitieel Incassobureau (CJIB). Het doel van de opdracht is om Debiteuren met een betalingsachterstand, door middel van het inzetten van gerechtelijke incassodienstverlening, alsnog hun schulden te laten betalen indien de financiële draagkracht hiervoor aanwezig is.
Deze Europese aanbesteding betreft de gerechtelijke incasso in het buitenland. De minnelijke incasso in het buitenland is in een eerdere Europese aanbesteding die reeds is afgerond, gegund.
Daarnaast is het de bedoeling om meer inhoudelijk samen te werken met de te contracteren organisaties, gericht op het voorkomen van verder oplopende betalingsachterstanden bij de Debiteuren waarvan Vorderingen ter incasso zijn overgedragen.
Deze aanbesteding heeft tot doel maximaal twee (2) leveranciers te selecteren.
Voor DUO geldt dat de huidige contracten voor de gerechtelijke incasso in het buitenland eindigen. Om de dienstverlening te continueren, wordt deze nieuwe Europese aanbesteding uitgezet. Voor het CJIB geldt dat zij middels deze aanbesteding een pilot willen starten met het doel om ervaring op te doen met het innen van Titels middels gerechtelijke incasso in het buitenland.
