gIT2032 - Role Profiles Concept Phase

The cantonal tax office of the Canton of Zurich (KStA) intends to realize the concept phase of the project «gIT2032 – Common IT». The aim of the project is to create a common IT solution that enables efficient and harmonized collaboration between the tax offices of municipalities and the canton. The concept phase builds on the foundations developed in the initialization phase and the defined requirements. The goal is to develop a well-founded and implementable solution and ensure its feasibility. In this context, central concepts will be developed, including the introduction concept, the test and migration concept, the solution architecture, the operating concept, and the procurement concept. As an integral part of the classic HERMES 2022 process model, the concept phase plays a crucial role in the success of structured, phase-oriented projects.     As part of the concept phase, the necessary roles will be procured in various lots. The intended activities are based on the goals of the concept phase and the strategic direction of the organization and are described in more detail in the requirements specification. The project organization will also be supplemented with internal know-how carriers where possible. With the public tender (open procedure in the area of state treaties), the KStA is seeking experienced service providers to support the concept phase of the "gIT2032" project with various role profiles (divided into lots 01-12). Lot L01:  one person for the role of Quality and Risk Management (QRM)  Lot L02:  five people for overall project management and project support (1 GPL, 1 GPL Deputy, 1 Lead PMO, 2 PMOs)  Lot L03:  two people (1 Co-Subproject Manager, 1 Expert Reporting & BI) for subproject management in subproject 03 with deep tax expertise and experience in functional analysis, conception, and translation into implementable requirements   Lot L04:  five people (1 Subproject Manager Migration, 1 Subproject Manager Interfaces, 3 Migration Experts) for subproject management in subproject 04 with pronounced IT, architecture, integration, or application expertise  Lot L05:  two people (1 IT Operations Project Manager, 1 Introduction Organization Project Manager) with IT relevance for subproject 05  Lot L06:  two people with in-depth IT architecture expertise (IT Architects)  Lot L07:  three people (1 Subproject Manager, 1 Procurement Specialist, 1 Legal Specialist Procurement) for procurement-related support services in subproject 06  Lot L08:  two people (1 Subproject Manager, 1 Data Protection/AI Expert in the Tax Environment) for subproject 07  Lot L09:  ten people, of whom five people for Business Analysis in the tax field (3 Senior, 2 Professional) and five IT specialists in the tax field (3 Senior, 2 Professional)  Lot L10:  ten people, of whom five people for Business Analysis in IT (3 Senior, 2 Professional) and five IT specialists (3 Senior, 2 Professional)  Lot L11:  one person (Communications Specialist) for the Staff Function Communication  Lot L12:  one person for the subproject management of subproject 8 with the cross-cutting theme of "Quality and Methodology"
