Assignment Title: Hiring Consultancy firm for the Implementation of Resource Management (IT) System for the Navigation division at the Port of Colombo – Sri Lanka
Reference No. : LK-SLPA-GFPP-557181-CS-QCBS
The Sri Lanka Ports Authority has received financing from the World Bank toward the Sri Lanka Ports and Logistics Development Program, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include implementing a Resource Management system (IT solution) based on a comprehensive, evidence-based assessment of resource management practices within navigational services at the Port of Colombo to enhance efficiency, and ensure compliance with local and global standards.
The Terms of Reference (TOR) that govern the assignment could be found in the Annexure I www.slpa.lk
The Sri Lanka Ports Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1.1 The experience in similar consultancy assignments within last 10 years of prior experience in in maritime resource management in international ports.
Consultants shall provide their most relevant consulting projects information to demonstrate the firm’s technical competence and previous engagement with port authorities, or government agencies on similar assignments and proven experience in Resource Management Systems
And also the consultant shall have the expert team including the key personnel of Team Leader/ Principal Consultant and Supporting Specialists as per the qualifications mentioned in the TOR
1.2 The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IDA Credits & Grants by World Bank Borrowers World Bank Procurement Regulations for IPF Borrowers (Regulations) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
