The Government of the Punjab has received financing from the World Bank toward the cost of the Getting Result: Access and Delivery of Quality Education Services and System Transformation in Punjab (GRADES-STP) Project and intends to apply part of the proceeds for the following consulting services.
The consulting services (“the Services”) include Verification of Disbursement Condition 1 (DC 1 / Trigger 1): ‘Financial Phasing Model’ and revision of the Non-Salary Budget (NSB) Formula. The detailed Terms of Reference (TOR) for the assignment is attached to this REOI.
The Programme Monitoring & Implementation Unit (PMIU), GRADES-STP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria:

1.1 | Overall experience of five (05) years in undertaking advisory services in areas of monitoring, assessing, validation/verification of indicators and evaluating public and/or private sector community development and facility based social service programs of scale |
2 | Relevant Experience: |
2.1 | At least two (02) similar and related to the public sector (preferably education sector) assignments should be successfully completed. Experience in verifying and tracking DLIs/PBCs or similar results-based achievements in foreign funded programs, will be accorded due weightage. (evidence in the form of work awards/contracts must be provided for evaluating relevant experience) |
3 | Technical and Managerial Capacity: The technical and managerial structure of the firm (only the structure of the organization, general qualifications, are indicated). CVs are not required for shortlisting. |
