Agency: ILO | Reference: rfx_9129_ROAP | Type: Call for individual consultants Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultant will conduct a mid-term review of the National Strategy for Development of the Informal Economy (NSDIE) 2023-2028 in Cambodia. Main responsibilities include: - Reviewing available evidence and datasets, including the World Bank Informal Business Survey (2024), Cambodia Socio-Economic Survey (CSES), Labour Force Survey (LFS), CAM-IE, NSSF, and other relevant sources, to assess progress and relevance of the NSDIE. Analysis should be disaggregated by sex, age, disability, sector, and other relevant factors. - Assessing the strategy's alignment with current national priorities, stakeholder needs, socio-economic developments, digital inclusion, and the principle of Leaving No One Behind (LNOB). - Evaluating implementation progress against strategic objectives, action plans, monitoring and evaluation frameworks, indicators, targets, and expected results, including the adequacy of baseline and outcome indicators. - Reviewing implementation mechanisms, coordination arrangements, reporting systems, data flows, and stakeholder engagement, while identifying gaps, bottlenecks, and risks. - Developing practical, evidence-based recommendations to strengthen implementation, enhance impact and sustainability, address emerging challenges, and identify opportunities for strategic improvements.
