Proposals are to be transmitted online via the IMO procurement portal. Submission of bids by other means is not accepted.INSTRUCTIONS FOR SUBMISSION OF BIDS:5. The bid has to be submitted in two separate parts, the technical and financial part.6. The Technical Bid shall address all aspects of the Terms of Reference through the completion of ITB: IMO-2026-ITB-001-Fortinet Firewall Refresh, Migration, and Support Services - Technical Compliance Form.
Bidders must provide, as a minimum, all the information needed for the purpose of awarding a contract by fully completing Annex C.1.
Technical Compliance Form.7. The Financial Bid shall contain clear, concise price information presenting all costs associated with the goods, including, but not limited to, transportation, equipment, and materials.
Prices (excl.
VAT) shall be quoted in GBP/EUR/USD.
If the bid is submitted in a currency other than GBP, for comparison purposes, IMO will convert it to GBP using the applicable UN exchange rates on the submission deadline date.Language of Bid8.
Bids must be submitted in the English language.Currency of Bid9. All prices shall be expressed in GBP/USD/EUR without VAT, since the IMO is exempt from taxes and duties.
Prices shall be quoted on the basis of delivery to IMO Headquarters, 4 Albert Embankment, London SE1 7SR.
Please note that for comparison purposes in the case of other currency than GBP, the UN exchange rate to GBP will be used.Period of Validity10. Bids and all price offers shall remain valid and open for acceptance for at least180 daysfrom the date of closing.Submission of Bids11.
Bids must be submitted through the IMO procurement portal, as described in paragraph 4 above.
Bids delivered to any other address will be rejected.12. The bid including the completed Annex’s C.1, D, E must be signed by an authorized representative of the bidder.Acknowledgement of Receipt of this ITB13. Upon receipt of this ITB, bidders are kindly requested to reply by email to procurement@imo.org as soon as possible advising whether or not your company intends to submit a bid.Evaluation of Bids14. As a general rule, only tenders that are substantially responsive and that provide all the necessary evidence required in the ITB will be considered for financial evaluation.Award of Contract15. Lowest priced technically responsive, eligible and qualified bid.16.
Please note that the terms set forth in this ITB, including the contents of the annexes, will form part of any purchase order awarded by the IMO.
Any such purchase will require compliance with all factual statements and representations made in the bid. Any contract order will be subject to the IMO Conditions of Contract.17. This ITB does not commit the IMO to consider any bid or to award a contract or to pay any costs incurred in the preparation or submission of the bid, or to procure any item from any bidder.18. This ITB contains no contractual offer of any kind. Any bid submitted will be regarded as an offer by the bidder and not as an acceptance by the bidder of any offer by the IMO. No contractual relationship exists, except pursuant to purchase order or a contract document signed by the authorized representatives of both parties.19. The IMO reserves the right to reject any or all bids received in response to this ITB, to split the award, and to negotiate with any of the bidders or other firms in any manner deemed to be in the best interest of the IMO.Questions20.
