Country: AngolaBackgroundThe Nature for Health initiative seeks to reduce the risk of zoonotic-disease emergence and future pandemics by addressing the underlying biodiversity, ecosystem and land-use drivers that increase interactions among wildlife, livestock and humans.
The initiative promotes a preventative One Health approach recognizing the interdependence of human, animal and ecosystem health.Through the N4H Scoping Phase, UNDP Angola and national partners will identify priority drivers of zoonotic risk, assess existing governance and surveillance systems, strengthen cross-sectoral collaboration and develop an investment-ready Implementation Project Document aligned with the N4H Theory of Change.To support this process, UNDP seeks to engage a National Gender and Stakeholder Engagement Specialist to ensure that gender equality, social inclusion, community participation and equitable stakeholder engagement are systematically integrated into the scoping process and final project design.Scope of WorkThe consultant will conduct gender and social-inclusion assessments; lead stakeholder mapping and engagement; facilitate inclusive consultations; support compliance with UNDP Social and Environmental Standards; and develop a Gender Analysis, Gender Action Plan and Stakeholder Engagement Plan.The consultant will also provide gender equality, social inclusion and stakeholder-engagement inputs to the Risk and Baseline Assessment Report, Scoping Process Report and N4H Implementation Project Document.ObjectiveThe objective of the assignment is to provide technical leadership and expertise on gender equality, social inclusion and stakeholder engagement throughout the N4H scoping process.The consultant will ensure that the perspectives, needs and priorities of women, youth, persons with disabilities, local communities, key populations, people living with HIV and other relevant stakeholders are systematically integrated into gender-disaggregated risk and baseline assessments, stakeholder consultations, systems analysis and development of the N4H Implementation Project Document.Period of assignment/services:Up to 182 working days over 10 months from the date of contract signature.Duty station:Angola; home-based, with periodic in-person meetings in Luanda and travel to selected provinces as required.The proposal must be submitted directly through the portal no later than the deadline indicated in the system.Any request for clarification must be submitted in writing through the messaging functionality in the portal.
