IT equipment - Within domestic resources

Procurement of IT equipment: 25 PC configurations: - motherboard capable of receiving the proposed processor, - motherboard capable of receiving at least 2 DDR5 memory modules, - at least 2 digital outputs (DP, HDMI) required, of which at least 1 DisplayPort (DP) video output is required, - at least 1 Gigabit Ethernet port required, - at least 1 audio output required, - at least 4 USB ports, of which at least 1 USB3, and at least 1 USB-C - wired keyboard with Hungarian layout required, - wired mouse - case size: Desktop (tower) size - case capable of receiving a full-height VGA (with power supply required for reliable operation) - minimum 3 years on-site warranty - power cable - processor: minimum 6 physical cores based on technology not older than 3 years, minimum 2.6 GHz base frequency, minimum 20 MB Cache, capable of handling at least 12 parallel threads - minimum ~512 GB M.2 PCIe NVMe SSD - min. 32 GB DDR5 RAM memory - dedicated graphics card with minimum 8 GB GDDR6 memory (Meeting the recommended system requirements for running Archicad) The manufacturer of the proposed wired mouse and wired keyboard with Hungarian layout must match the manufacturer of the PC. The contracting authority does not accept offers of used or display units; the offered devices must be new and suitable for their intended use. The offered devices must comply with the technical parameters and specifications defined in the technical description, which is part of the procurement documents. In addition to delivery to the place of performance, the winning bidder is also responsible for the commissioning/installation of the devices. The contracting authority accepts offers only for devices that are pre-assembled by the manufacturer, with a type and article number, and are not assembled on demand, but are mass-produced configurations included in the manufacturer's official product range. The purpose of this requirement is to guarantee uniform quality, long-term support (e.g., firmware updates, drivers), and predictable warranty and service background provided at the manufacturer level. For non-pre-configured, individually assembled machines, these elements can be provided only to a limited extent or not at all, which would contradict the contracting authority's long-term operational, supply, and sustainability considerations. Pursuant to Section 11 (5) of Government Decree 235/2024. (VIII. 8.) on environmental requirements applicable to public procurements, the contracting authority requires that non-portable computers (PCs) must have an eco-label of Type I (ENERGY STAR or equivalent). With regard to Section 46 (3) of Government Decree 321/2015. (X. 30.), the contracting authority draws attention to the fact that if the clear and understandable definition of the subject of the procurement required reference to a specific make, origin, type of item, procedure, activity, person, patent, or trademark, the designation was made solely to clearly define the nature of the subject, and the phrase "or equivalent" must always be understood alongside the designation. The contracting authority draws attention to the fact that in the case of offering an equivalent item, the tenderer must prove the equivalence in their offer. The contracting authority will examine the compliance with the parameters and functionality specified in the technical description regarding equivalence.
