Summa wil met deze aanbesteding een Raamovereenkomst sluiten met één partij die voor haar de inhuur van examensurveillanten uit zal voeren. Opdrachtnemer zal hierbij verantwoordelijk zijn voor het aanleveren van gekwalificeerde surveillanten op aanvraag vanuit Summa. Onder de dienstverlening vallen onder meer de werving en selectie, het uitvoeren van de planning en de waarborging van de continuïteit en kwaliteit van de dienstverlening. Daarbij is het van belang dat gedurende de volledige dienstverlening omgegaan kan worden met mogelijke wijzigingen, piekbelasting of onverwachte uitval.
