SPECIFIC PROCUREMENT NOTICE Invitation for Initial Selection The Republic of Iraq “Sanitation and rainwater drainage project in Al Hamza (Governorate of Al Diwaniyah)” Design, Build and Operate October 2026 Publication media: http://afd.dgmarket.com The Ministry of Construction, Housing and Public Municipalities (MOHCPM) has received funds from Agence Française de Développement ("AFD") toward the cost of the Project “Sanitation and rainwater drainage project in Al Hamza (Governorate of Al Diwaniyah)”, and it intends to apply part of the funds to payments under the contract “Sanitation and rainwater drainage project in Al Hamza (Governorate of Al Diwaniyah)”. The Employer intends to initially select a maximum of six (6) firms for: • Final design: Based on the basic design, the Contractor shall develop the detailed design for each project component prior to the physical execution of works and installation of equipment. This final design may be carried out through a Specialized Subcontractor. • Construction and installation of wastewater- and rainwater network (each with aprox. 79 km length) located throughout the Al Hamza area. • Rehabilitation of existing wastewater pumping station that discharge into a nearby collector. • Rehabilitation of existing rainwater pumping station that discharge into a nearby collector. • Construction of five (05) wastewater pumping stations (706 – 1,628 m3/h), together with their respective force mains, located in the city of Al Hamza. • Construction of seven (07) rainwater pumping stations (625 – 2,100 m3/h), together with their respective force mains, located in the city of Al Hamza. • Construction of a Wastewater Treatment Plant (WWTP) [2030 horizon; 30,000 m3/d; 2,400 kgBOD/d (or 40,000 PE)] intended for the treatment of wastewater and sludge from the sewerage system (with conventional activated sludge treatment). • Commissioning: Upon completion of the construction works, the Contractor shall perform final testing of the civil works and equipment, and shall carry out the commissioning of the wastewater treatment plant, pumping stations, and networks. • Operation and maintenance of the network and WTTP for twenty-four (24) months [incl. twelve (12) months of Defects Notification Period]. The invitations for bid is made in October 2026. A complete set of the Initial Selection Documents in English may be purchased by interested Applicants (a) on the submission of a written application to the address below and (b) upon payment of a nonrefundable fee of of 250,000 IQD (Two hundred and fifty thousand Iraqi Dinars). The Initial Selection documents will be sent by e-mail upon receipt of the net amount of 250,000 IQD through money transfer via Western Union, excluding any additional costs related to the transfer. The payment should be addressed to our authorized recipient, Saleemah Abd Ali Abbas. Applications for initial selection should be submitted in clearly marked envelopes and delivered to the address below by 12:00 pm (Bahdad Local Time) on 25 November 2026. Late application may be rejected.
