It also includes information on the submission, opening, and evaluation of Bids, as well as on the award of Contracts. The ECOWAS COMMISISON has received financing from the World Bank toward the cost of the Regional Off-Grid Electricity Access Project (ROGEAP) , and intends to apply part of the proceeds toward payments under the Contract1 for the Supply, Delivery, Installation, Commissioning, Operation and Maintenance of Solar Power Systems, for Twenty Five (25) Primary Health Care (PHCs) Facilities and Seven (7) Public Schools , in Niger State, the Federal Capital Territory (FCT), and Nasarawa State (4 Lots).Part of the costs related to operation and maintenance will be covered by the Government of Nigeria. For this contract, the Borrower shall process payments using the indirect Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The ECOWAS Commission now invites sealed bids or electronic bids (password- protected), from eligible bidders for the supply, delivery, installation, commissioning, operation, and maintenance of solar power systems for twenty-five (25) Primary Health Care (PHC) facilities and seven (7) public schools, grouped into four (4) lots, located in 1 Substitute ā€œcontractsā€ where Bids are called concurrently for multiple contracts. Add a new para. 3 and renumber paras 3 - 8 as follows: ā€œBidders may Bid for one or several contracts, as further defined in the bidding document.
