Kannelmäen rautatieaseman peruskorjaus toteutetaan kokonaisurakkana. Urakkakokonaisuuden sisältö on kuvattu urakkaohjelmassa sekä tarjouspyynnön liitteissä. Urakoitsija toimii pääurakoitsijana ja lainsäädännön tarkoittamana päätoteuttajana vastaten sekä työmaan työnjohtovelvollisuuksista että työmaapalveluista. Nämä velvollisuudet ja palvelut on esitetty urakkaohjelmassa ja yleisissä sopimusehdoissa (YSE 1998).
