Original language: fiHankinnan kohteena ovat viisi (5) kaasukromatografiyksikköä (GC), jotka päivitetään olemassa oleviin Agilent Technologies massaspektrometrilaitteistoihin (GC-MS-järjestelmät). Olemassa olevat massaspektrometrit, niiden ohjausohjelmistot, useat validoidut sekä akkreditoidut analyysimenetelmät, sekä varalaitejärjestelyt perustuvat kyseisen laitevalmistajan järjestelmäkokonaisuuteen. Yhteensopivuuden, järjestelmäintegraation, analyysimenetelmien säilyttämisen, varalaitejärjestelyjen sekä toiminnan jatkuvuuden varmistamiseksi hankittavien GC-yksiköiden tulee olla yhteensopivia nykyisten massaspektrometrien ja ohjelmistoympäristön kanssa. Laboratoriossa käytössä olevat analyysimenetelmät on validoitu ja laajalti akkreditoitu kyseisen valmistajan GC-MS-järjestelmäkokonaisuudelle. Muun valmistajan laitteiden hankinta edellyttäisi laajaa uudelleenvalidointia, ohjelmisto- ja laiteintegraatioiden muutoksia ja toiminnallisia riskejä. Toisen valmistajan GC-laitteiston käyttöönotto edellyttäisi in-house kehitettyjen menetelmien uudelleenoptimointia, validointia ja akkreditointiprosessin uusimista. Tämä aiheuttaisi riskin analyysitulosten vertailukelpoisuuden ja laadun heikkenemisestä, sekä useilla eri laitteilla rinnakkaista ajoa, joka ei ole resurssimielessä mahdollista. Laboratoriossa käytössä olevat GC-MS-järjestelmät muodostavat lisäksi keskenään varalaitejärjestelyn, jossa analyysimenetelmiä voidaan siirtää laitteelta toiselle ilman menetelmämuutoksia. Nykyiset GC-MS-järjestelmät toimivat valmistajan omalla ohjaus- ja datankäsittelyohjelmistolla, joka ohjaa sekä GC:tä että massaspektrometriä. Näin ollen vain nykyinen laitevalmistaja voi toimittaa hankinnan kohteena olevat, yhteensopivat kaasukromatografiyksiköt. Laitevalmistajan vaihtuminen ei ole vaihtoehto. Tutkimustuloksilla on usein oikeudellisia vaikutuksia. Huomioiden laitteiden käyttötarkoitus ja tutkimusten oikeudelliset ja laadulliset vaatimukset, toimintakyvyn takaaminen kaikissa olosuhteissa on välttämätöntä. Edellä esitetyin perustein hankintayksikkö voi tehdä suorahankinnan teknisin syin. Järkeviä vaihtoehtoisia tai korvaavia ratkaisuja ei ole eikä kilpailun puuttuminen johdu hankinnan ehtojen keinotekoisesta kaventamisesta. Hankintayksikkö tarvitsee laitteet, jotka ovat yhteen toimivia olemassa olevien laitteiden ja menetelmien kanssa.
