Purchase of library books and related AV materials through procurement portals

Numera Palvelut Oy's Procurement Unit requested offers from suppliers for library books according to the tender documents. The products to be tendered include domestic literature and related AV material for libraries, foreign English-language literature, foreign Swedish-language literature, foreign literature in other languages, domestic and foreign sheet music, and a plasticizing service. The procurement includes the following product groups as an option: professional literature/textbooks K-books, professional literature/textbooks P-books, professional literature/textbooks J-books, domestic and foreign audiobooks, domestic and foreign music products (CDs), video recordings (DVDs and Blu-rays), computer and console games, and a labeling service. The primary users of the agreement are libraries, but books can also be ordered for other units. Libraries primarily order domestic material as pre-orders. The procurement does not cover materials for educational institutions or newspapers and magazines. When placing orders, Subscribers have access to an electronic service, the so-called procurement portal, through which subscribers can view available literature, make selections, and order materials. The procurement portal compares the prices of individual purchases and directs the order to the material supplier that offers the material at the most favorable price at the time of ordering. Subscribers can also place orders in smaller quantities via email and through the supplier's online store. The selection criterion for the procurement is overall economic advantage. The offer considered to be the most economically advantageous is the one that is best in quality. The tender will be carried out by open procedure, and a maximum of three (3) acceptable suppliers will be selected as contracting suppliers, forming a framework agreement; separate agreements will be made with the selected contracting suppliers. If more than three (3) acceptable offers are received in the tender competition, the offers will be compared based on the scope of the supply of required new titles (Finnish, Swedish, and English) in 2025, as well as delivery time and environmental friendliness. The selection will be made according to the suppliers' scoring order based on the comparison criteria indicated in the tender object's criteria. If multiple suppliers receive the same score, the procurement unit will draw lots to select the suppliers. Drawing lots is a legally accepted method. The contract period is fixed for four (4) years. The notice period for termination of the agreement is six (6) months for both contracting parties and the Numera Palvelut Oy customer communities committed to the procurement, despite the fixed term. The contract period begins on 17.10.2026 or at the earliest after the procurement decision has gained legal force. The communities associated with the agreement (see draft agreement) will join the task agreement after their current agreements expire. The procurement has not been divided into sub-lots, as the contracting authority believes it is not expedient for the users of the agreement to have separate agreements for different library materials. Numera Palvelut Oy's owner customers who have committed to the tender or registered as option customers are listed in Appendix 1 of the draft agreement (see Appendix 1 of the draft agreement). NOTE!
